The New York City Department of Citywide Administrative Services (DCAS) Human Resources Unit seeks to hire an experienced talented and highly motivated individual to serve as the Deputy Director of Human Resources within the Administration line of service. Human Resources is responsible for the day to day personnel operations for DCAS including but not limited to implementing personnel actions including appointments promotions separations background investigations and NYCAPS transactions. Human Resources also processes new hires job vacancy notices and promotional paperwork in addition to providing DCAS employees with information about the NYC Pension system retiree health insurance leaves and workers compensation procedures along with death benefits counseling to beneficiaries. This unit also provides information on the Deferred Compensation Plan flexible spending and longterm care programs.
Responsibilities:
Manage and supervise the processing of new hires transfers and promotions in compliance with citywide requirements and DCAS policies.
Review and track the submission of agencywide new hire and promotion requests in collaboration with the Director of Human Resources.
Review and monitor the implementation of Personnel Actions for new hires rehires transfers from other agencies and current employees in compliance with citywide requirements and Department of Investigations (DOI) policies utilizing City Human Resource information systems such as New York City Automated Personnel System (NYCAPS) Payroll Management System (PMS) and City Human Resource Management System (CHRMS). Review transactions utilizing PMS and/or NYCAPS to ensure data entries have successfully interfaced.
Implement and review the submission of personnel transactions into NYCAPS including but not limited to: salary adjustments assignment level upgrades leaves of absence resignations retirements terminations and additions to pay when required.
Oversee recruitment efforts including but not limited to: preparing job vacancy notices conducting discretionary recruitment events and conducting civil service hiring pools.
Generate various HR related reports as required.
Collaborate with the Director of Human Resources to develop and improve operational efficiency.
Coordinate the external transfer of permanent employees with other Mayoral and NonMayoral agencies.
Perform specific research on HR operational issues as requested and provide advice assistance and follow up.
Implement training and development guidelines for current and new HR staff members.
Additional tasks as needed.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
