Description of Work

**Position is eligible for a hybrid remote teleworking schedule to include weekly onsite work hours.**

Recruitment Range: $67852 to $85000


The position of Accessibility Resources Program Manager develops and implements the Divisions statewide system of building formal partnerships with federal state county/local government entities organizations and businesses for the purpose of providing technical assistance in order to build their capacity to serve their Deaf Hard of Hearing and DeafBlind clients/customers; this position also coordinates DSDHHs internal system of providing advocacy to clients for accessibility and with DHHSs ADA compliance system. This position is a member of DSDHHs Executive Management Team.


Job responsibilities will include but not limited to:

  • Functions as NC State Governments Subject Matter Expert on practical applications of federal and/or state statutes (e.g. Section 504 of the 1973 Rehabilitation Act Americans with Disabilities Act of 1990 governing accessibility for Deaf Hard of Hearing and DeafBlind individuals.
  • Consultation and training to focus on building capacity of agencies organizations and businesses to make their services and resources accessible to Deaf Hard of Hearing and DeafBlind individuals.
  • Initiates contact and/or coordinates with DSDHH director (and/or DSDHH deputy director) initial contacts with heads of targeted agencies organizations and businesses for possible consultation and training.
  • Develops and/or presents highlevel proposals for provision of consultation and training (Cabinetlevel heads of Departments Divisions state associations such as NC Hospital Association etc.
  • Strategic provision of support could be documented in formal agreements between DSDHH and client agency (Memorandum of Understanding etc).
  • Consultation and/or training should be designed to address all levels upper management midlevel management frontline staff.
  • Develops implements and monitors system of DSDHH staff response to requests by individual Deaf Hard of Hearing and DeafBlind clients for assistance in removing barriers to their access to services and resources as required by existing statutes (e.g. Section 504 or ADA).
  • System includes defined procedures for escalation to higher levels of management (including level of Department Secretary) for addressing difficult cases.
  • Functions as ombudsman for NC State Government with regard to communication access for Deaf Hard of Hearing and DeafBlind individuals.
  • Functions as a member of DSDHHs Executive Management Team.
  • Directly supervises the Deaf DeafBlind Hard of Hearing and Emergency Preparedness coordinators.

Bachelors degree from an appropriately accredited institution and three 3 years of program experience related to the area of assignment including one year of supervisory program experience;
OR
an equivalent combination of training and experience.
