The Department of Natural Resources (DNR) has an exciting opportunity within our Wildland Fire Management Division as anIT Data Manager.

The IT Data Manager is a seniorlevel GIS and Data Management expert. The IT Data Manager will work at a statewide scope and scale in the Plans and Information Section. The duty station is in the beautiful state capital of Olympia Washington. Many outdoor activities come with living on the southern end of the Puget Sound: kayaking sailing paddleboarding hiking running and biking. The region surrounding Olympia has a warmsummer Mediterranean climate and averages 50 inches of precipitation annually. The schools are paramount and the artesian water is historic.

This position is part of a team of 22 personnel within the section; however the IT Data Manager has direct supervision over an application developer position. The IT Data Manager is key to providing professional and expert advice in the field of data management especially related to GIS applications and programming for the development of data. The duties of the position are in direct support of the agencys wildfire protection system. The person in this position may work independently as well as lead projects that resolve issues respond to legislative requests for information and respond to public records requests. Some programming and creation of automated processes will be necessary. This position is also responsible for leading the GIS efforts for the Division.

Duties

Responsibilities:

  • Serve as the Wildland Fire Management Division Data Manager and senior GIS technical expert for the Wildland Fire Management Division utilizing creativity and innovation to work within the bounds of state and DNR information technology policies and procedures to accomplish the duties of the position.
  • Serve as the Wildland Fire Management Divisions GIS/IT coordinating planning and project authority which takes diligence detailoriented strategic project work and collaboration and engagement with other GIS coordinators and qualified GISS personnel within DNRs wildfire program.
  • Serve as an applied subject matter and GIS/IT support expert for Wildland Fire Management Divisions datasets data collection efforts and applications throughout the State; includes serving as the Divisions data manager utilizing critical decisionmaking skills to retain and improve data sets within the fire programs purview.
  • Utilize positive leadership skills to effectively supervise one employee which involves creating a supportive motivating and growthoriented environment.

Qualifications

Required Qualifications:

  • A bachelors degree in information technology computer science GIS geography or other relevant field AND 4 years of experience with GIS/IT consultation IT project management analysis design programming and technical support;
    OR an equivalent combination of education and/or experience.
  • Experience writing custom ESRI ArcGISbased Python programs.
  • Experience with web development (HTML CSS JavaScript) focused on GIS applications and familiarity with ESRI ArcGIS Online and the related field data collection mobile applications (i.e. Collector Survey123.
  • Experience automating processes and designing/implementing relational databases.
  • Experience leading project development and implementation.

Special Requirements and Conditions of Employment:
  • Over 95 of the work is in an office setting. Remote work settings (i.e. Agency work centers) may be utilized for trainings and/or consultation with Region staff. If the employee participates in wildfire assignments then the work setting would be fieldbased including camping in a tent in rustic conditions with limited services.
  • This position periodically requires travel (approximately 5 for meetings field visits trainings and consultations. If the employee participated in wildfire assignments then travel will be commensurate with the duration and location of the assignment.
Desired Qualifications:
  • Understanding of server administration remote desktop management and Amazon Web Services.
  • Experience with federal COPs (e.g. enterprise geospatial portal and NWCC COP).
  • Knowledge of DNR wildfire management principles (e.g. ICS jurisdiction partners) and/or qualified as a GISS.
