Technical Lead Cloud Software Development Project

One of our clients is seeking an experienced Technical Lead with a minimum of 10 years of IT experience to lead a cloudbased software development project that is already underway.

The Technical Lead will provide oversight direction guidance and technical consultation to an expanding development team throughout the project s full lifecycle from the initial phases through final acceptance of deliverables. This role demands close collaboration with project management agency leadership and oversight bodies to ensure technical alignment project governance compliance and timely highquality deliverables.

This is a hybrid role requiring onsite presence at least three days per week.

Key Responsibilities

• Act as technical leader and mentor for the development team throughout the full project lifecycle
  

• Guide architectural design technical decisionmaking and implementation of cloudnative solutions
  

• Work closely with the Project Manager to ensure compliance with Commonwealth of Virginia project management policies and governance standards
  

• Review and validate technical deliverables to ensure accuracy completeness and alignment with project goals
  

• Ensure the project maintains a valid updated project plan covering scope tasks schedule estimates and deliverable status
  

• Direct and oversee corrective actions when performance does not meet objectives
  

• Serve as a key liaison between the Agency leadership VITA and development teams
  

• Prepare and present project status reports risk analyses and recommendations for senior leadership and oversight committees
  

• Foster a collaborative Agile/Scrum environment promoting best practices iterative development and continuous improvement
  

• Lead code reviews enforce coding standards and ensure secure coding practices are applied
  

• Support training onboarding and mentorship of junior developers to uplift overall team quality
  

Requirements

Required Skills & Experience

• 10 years as a Technical Lead or in a similar leadership role on largescale software projects
  

• Extensive experience with Azure Cloud Services including:
  

  • Azure App Services
    

  • Azure Functions
    

  • Azure DevOps
    

  • Azure Storage
    

  • Azure Kubernetes Service (AKS)
    

• Proficient in one or more major programming languages:
  

  • C#/.NET Python JavaScript
    

• Solid understanding of RESTful APIs microservices architecture and serverless computing
  

• Experience with SQL and NoSQL Azure databases (e.g. Azure SQL Cosmos DB)
  

• Familiarity with Azure Monitor and Application Insights for monitoring and logging
  

• Knowledge of secure coding practices rolebased access control (RBAC) and regulatory standards like GDPR ISO 27001
  

• Deep understanding of Agile/Scrum practices ceremonies and iterative delivery
  

• Strong communication skills with the ability to translate technical concepts for nontechnical stakeholders
  

• Excellent problemsolving and architectural decisionmaking skills
  

• Experience guiding junior developers maintaining highquality codebases and promoting technical best practices
  

• Bachelors or Masters degree in Computer Science Engineering or a related field
  

Preferred Qualifications

• Microsoft Certified: DevOps Engineer Expert
  

• Scrum Certifications (e.g. SAFe Agilist Certified Scrum Professional)
