Do you have experience with purchasing and procurement We are looking for a Procurement & Supply Specialist to join our team to help support and contribute to DCYFs mission by performing the duties of a Procurement & Supply Specialist 3.
The Opportunity: As a Procurement & Supply Specialist you will support Headquarters (HQ) with supplies parts and equipment purchases. This position will be responsible and accountable for the procurement of supplies materials parts and equipment for DCYF HQ employees and divisions and responsible for HQ supply management functions including receipt of goods storage issuance and transfer of goods and property to employees. Acting as the agency administrator for the DCYF Purchasing System the incumbent will be responsible for creating and maintaining purchasing policies and procedures to ensure compliance with governing laws rules and requirements.
Some of what you will get to do:
Maintain subject matter expertise regarding Department of Enterprise Services (DES) master contracts through strong understanding interpretation and application of the contract terms and conditions governing agency purchase of goods and services.
Provide agencywide oversight analysis and consultation to HQ Regional Operation Centers (ROCs) and institutions to ensure agency compliance with RCW 39.26 as well as DES delegated authority and procurement policies.
Make sourcing decisions based on extensive knowledge of procurement and supply practices.
Provide Purchasing training to HQ ROCs and Institutions staff.
Develop analytical tools and procedures to verify DCYF statewide purchasing complies with the complex tiered delegated authority structure.
Perform daily compliance review and quality assurance (commonly called Order Review) of the agencys purchase orders (PO).
Produce monthly and quarterly Delegated Authority Compliance metrics graphs reports and written narrative for Comptroller.
Recommend corrective action for Agencywide Purchase Order Contracting.
Develop specifications for large complex or unusual procurement projects.
Prepare and develop original contract terms evaluation criteria analytical tools and procedures to assess and ensure vendor contract performance and compliance.
Coordinate purchasing activities with clients to develop specifications and to resolve vendor performance problems.
Utilize delegated decisionmaking authority to determine priorities set objectives and structure a consistent approach for cost efficient timely and sustainable office supply purchasing practices.
Perform market analysis and customer needs assessment studies to identify new contracting possibilities.
Monitor sustainability programs and develop strategies for improving sustainable practices.
Originate and chair client committees and evaluate input relative to specification development and contract award.
Originate and finalize competitive solicitation documents for longterm agreements and/or onetime purchases.
Direct selection of interested and qualified vendors for bid distribution.
Conduct prebid conferences and provide direction to interested bidders.
In coordination with the DCYF Contract office promote Minority and Women Business Enterprise outreach programs and assist with annual reporting.
Reject bids that do not meet bid requirements.
Act as the agency administrator for the DCYF Purchasing System.
Work with IT staff to create review and implement agile stories related to process improvements and changes to the DCYF Purchasing System.
Establish agency procedures for the proper processing of goods and services through the DCYF Purchasing System and create training manuals for fiscal and program staff involved in the process.
Required Qualifications: This position requires the following knowledge skills abilities and education or professional experience:
Education or Professional Experience:
Equivalent education and experience totaling five 5 years in large scale procurement stock control receipt storage and issue functions in either government or business.
OR
An Associates of Arts degree in business administration procurement or supply management or related professional certification ANDthree 3 years of fulltime experience as a purchasing or supply professional.
Knowledge of:
Purchasing policies and procedures.
Contract law principles of negotiations innovative contracting and procurement techniques.
Supply management practices and property disposal procedures.

Education or Professional Experience A Bachelors degree in business administration procurement logistics supply management or allied field AND one 1 year of experience in large scale procurement stock control receipt storage and issue functions in either government or business and working knowledge of the State of Washingtons Purchasing and Procurement policies.
