We are seeking a strategic and resultsoriented Business Development Manager with a strong background in federal government contracting specifically within the 8(a) program. The ideal candidate will have experience developing and managing opportunities through the full business development lifecycle and be certified or wellversed in Shipley proposal methodologies. This role will focus on identifying opportunities building partnerships and securing new contracts with federal agencies to support our growth in the government sector.
Key Responsibilities:
- Identify qualify and pursue federal business opportunities aligned with the companys strategic objectives.
- Leverage 8(a) status and knowledge of SBA setaside programs to capture solesource and competitive opportunities.
- Develop and maintain strong relationships with federal agency contacts contracting officers and teaming partners.
- Lead or support capture planning proposal development and color team reviews using Shipley best practices.
- Track and manage pipeline opportunities using tools such as GovWin and internal CRM systems.
- Collaborate with proposal pricing and operations teams to ensure alignment and compliance with federal requirements.
- Attend industry events and networking functions to promote the company and identify new leads.
Qualifications:
- Bachelors degree in Business Public Administration or related field; advanced degree is a plus.
- 35 years of experience in federal government business development or capture management.
- Direct experience working within or selling under the SBA 8(a) Business Development Program.
- Shipleycertified or demonstrated proficiency in Shipley proposal management methodology.
- Deep understanding of the federal acquisition process FAR/DFARS and contract vehicles (GSA IDIQs GWACs BPAs).
- Demonstrated success in identifying capturing and winning federal contracts.
- Excellent communication negotiation and relationshipbuilding skills.
- Selfstarter with strong organizational and analytical capabilities.
Preferred Skills:
- Experience with small business certifications (SDVOSB WOSB HUBZone) and how they impact federal procurement.
- Knowledge of capture tools and procurement databases (GovWin FPDS .
- Experience working with DoD DHS VA or civilian agencies.
