This is a temporary position and there are no leave or retirement benefits offered with this position. Note: Permanent and timelimited NC State Government employees must separate from their permanent or timelimited position in order to work in a temporary position. All temporaries are limited to one NC State Government temporary assignment at a time.

This temporary position is located in Raleigh NC Wake County.
Job Order Hourly Rate of Pay: $42.24 (Based on education and/or years of relevant work experience reflected on the application).
This temporary position will be assigned to the Department of Justice. This position is located at 114 W Edenton St Raleigh NC 27603.
The primary purpose of this position is to independently and with minimal supervision provide legal services to the Department of Information Technology (DIT). Specifically: review of legal IT procurement documents (RFQs RFPs IFBs and Award recommendations) negotiation of appropriate IT procurement terms with purchasing agencies and vendors in compliance with NC laws and regulations.
DIT is the States primary procurer and manager of information technology (IT) assets including hardware software IT project design and management and IT security. DIT is charged with centralizing standardizing and designing IT network architecture for all agencies in State government working to ensure that state agencies follow standard principles of IT network design and internet access and with providing long term planning for North Carolinas information technology infrastructure. DIT also provides all central telephony services and many mainframe computing services for State government in addition to coordinating implementation of new IT systems and services such as ECommerce initiatives for government on a statewide basis. Local governments may utilize DIT services and contracts at their option.
The Secretary of DIT also identified as the State CIO (SCIO) is appointed by the Governor to lead DIT. The SCIO manages DITs statewide operations in addition to implementing complex and evolving uses of technology in government. The SCIO may seek legal advice from the attorney and the attorney will advise DITs General Counsel. The SCIO participates in state and national associations involving public sector Information Technology including the Telecommunications Subcommittee of the National Association of State Information Resources Executives (NASIRE) National Association of State CIOs (NASCIO) and the North Carolina Telecommunications Association.
DIT is organized much like a commercial enterprise with business units focused on the services and service delivery to client agencies. These business units are separated by core functions managed by a deputy CIO and enterprise functions managed by a senior deputy CIO. The core functions include network services desktop services help desk business applications and hosting services. Enterprise services include procurement IT security enterprise project management and IT strategy and architecture. The attorney may be asked to work with each of these business units with a primary focus on IT procurement.
DIT contracts typically exceed millions of dollars in IT goods and services annually and amount to many hundreds of separate contracts. The attorney has responsibility for legal issues with these contracts including procurement contracts review and contract negotiations consistent with applicable state laws applicable state terms and conditions as well as DIT and purchasing agencies business needs.
The attorney will advise and represent DIT on any personnel issues as well as representing DIT in connection with any assigned litigation stemming from the IT procurement contract issues faced by the DIT.Knowledge Skills and Abilities / Competencies

Minimum Education and Experience Requirements

Licensed to practice law by the North Carolina State Bar and three years of progressively responsible professional legal experience.
