DEFINITION Under general direction assists in the operation and management of the Housing Authoritys Partnership Development & Resident Services Unit including the activities of professional technical and administrative support employees and third party contractors in the administration of resident services and resources including but not limited to mental & physical health education and extended learning economic development job training recreation food security digital inclusion and other similar social service and counseling programs for residents of HACLAowned housing and surrounding communities.
CLASS CHARACTERISTICS The incumbent of this position class administers the unit responsible for planning organizing and directing the Housing Authoritys resident and community programs in the Partnership Development & Resident Services Unit.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include but are not limited to the following:
Essential Job Functions Oversees the administration of resident and community related programs activities and events directly or through subordinate department staff and third party contractors.
Develops and designs Housing Authority resident initiative policies and programs based on best practices in the related fields of work and initiates and coordinates partnerships with program providers to ensure program delivery.
Establishes program metrics reporting formats and contracts with third party providers to assist in managing programs and services to monitor effectiveness.
Evaluates assigned programs and reviews policies procedures and methods used relative to effective utilization of resources and achievement of goals; formulates recommends and/or implements action for program improvement.
Coordinates with onsite management outside providers and resident leadership to establish and run community events programs; providing tools for collaboration and integration of educational components as well as assisting with publicity marketing and resident engagement.
Develops regional and site based coordination tools to ensure communication among and between all service providers connected to the targeted housing population including establishing and administering regular hub meetings with providers to share information and encourage collaboration.
Identifies program gaps at sites; develop and implement a plan to fill gaps including but not limited to putting out Requests for Proposals to bring in new service providers and researching and applying for potential grant resources.
Manages and prepares units budget and any associated grants; monitor expenditures to ensure compliance with grants eligibility requirements; and fulfills all contractual and reporting requirements on grants received by the Agency when applicable.
Ensures that services and programs are provided according to related laws ordinances rules and regulations; initiate and repeat trainings with onsite service providers on HACLA policies and procedures as well as contract compliance.
Makes presentations to the Housing Authority residents/tenants and community groups regarding program proposals and changes.
Represents the Housing Authority and acts as a liaison in discussions and planning of resident projects with advisory groups other public agencies professional organizations or community groups.
Develop and manage the distribution of donations and resources to residents based upon the changing needs of the community.
Plans organizes assigns and supervises the work of the unit including setting work priorities determining methods and procedures to be used resolving problems and selecting alternatives.
Supervises and directs a variety of personnel activities including hiring performance evaluations training and disciplinary actions.
Directs and assures the maintenance of records and preparation of reports necessary for program operations; prepares reports and correspondence as required.
Marginal Functions Responds to and resolves difficult and sensitive resident inquiries and complaints related to the function of the unit or partner providers.
Enhances growth and development through participation in education programs current literature training meetings and workshops.
Demonstrates professional responsibilities by cooperating with other personnel to achieve department objectives; and maintains good employee relations interdepartmental objectives and departmental goals and objectives.
Maintains compliance with principles of accepted employee conduct as identified in the HACLA employee handbook and as specified in departmental policies and procedures.
Performs other related duties as required.

Experience Minimum of five 5 years progressively responsible experience in public or nonprofit community programs of which at least three 3 years were in a supervisory or management capacity. If candidate does not have a masters degree they must have at least seven 7 years of experience in a related field.
Education Graduation from an accredited college or university with a Bachelors degree preferably with major study in public or business administration social work or closely related field. Masters degree is highly desirable.
License or Certificate Possession of or ability to obtain an appropriate valid California drivers license. Employees must maintain a driving record which meets the requirement of the Housing Authoritys auto insurance carrier.
EXAMINATION Applications will be reviewed for relevant experience education and training. Applications must be detailed and complete for proper evaluation. Applicants must pass each phase of the testing process with a rate of 80 or higher to be placed on the Certified List. Generation of a Certified List does not mean that there are any vacant and available positions at this time. The Certified List will be available for not less than 6 consecutive calendar months.
