Job Description

THE POSITION


Washington County Behavioral Health Division within the Health and Human Services (HHS) Department is recruiting for anAdult Protective Services Investigator to join the Quality Team! This position works in conjunction with two investigators to manage the confidential abuse hot line to screen and investigate allegations of abuse and neglect and conduct death reviews for vulnerable adults with severe and persistent mental illness (SPMI). This position is also responsible to ensure coordination of protective services for vulnerable adults as addressed. This position will interact with various behavioral health treatment agencies health care providers and system partners in order to support vulnerable adults. In addition the investigators represent the County at Statewide meetings with the Office of Training Investigations and Safety (OTIS) as well as the local vulnerable adult MultiDisciplinary Team (MDT).

About the Opportunity:
Primary duties may include but are not limited to:
  1. Screen and manage reports of allegations made on the Anonymous Hotline for Abuse and Neglect within mandated timelines.
  2. Conduct adult abuse investigations and reviews of client deaths under OARthroughfor clients on Medicaid and enrolled in mental health services.
  3. Prepare and submit applicable reports for review by the State Office of Training Investigations and Safety (OTIS) within mandated timelines.
  4. Partner with Provider agencies to brainstorm and develop protective services for clients.
  5. Develop data collection systems and collect data; prepare other statistical reports as required.
  6. Maintain complete case record files; prepare case records in accordance with State and County regulations and document all client contact.
  7. Provide education and trainings on Mandatory Reporting of Abuse for the provider network clients community professional groups and Washington County Behavioral Health staff as needed.
  8. Participate in committee meetings with OTIS provider agencies and community partners.
  9. Maintain a collaborative relationship between State and community partners including but not limited to: OTIS Department of Human Services Aging and People with Disabilities Adult Protective Services Child Welfare and local community mental health agencies.
This position may be eligible for a hybrid work schedule.

Who we are looking for:
The ideal candidate may have prior experience of investigations related to abuse or experience in responding to grievances and complaints. Critical thinking skills and the ability to make decisions are essential in this role.

Additional attributes include:
  • Familiarity with abuse and neglect Oregon Administrative Rules (OARs) Oregon Revised Statutes (ORSs) and their interpretations around abuse and neglect.
  • Ability and familiarity with using Microsoft 365 products and navigating electronic record systems.
  • Ability to multitask and meet deadlines.
  • Ability to timely response to allegations of abuse.
  • Ability to work as part of a team and independently.
  • Effective communication skills.
  • Thorough documentation and technical report writing skills.
  • Ability to interview individuals with behavioral health concerns.
