Location: We offer a remote working environment. If working remote applicants will be required to live in the state of Iowa and will be assigned to an Iowa DOT location negotiable upon hire. This position is not required to report to the DOT location daily.


Shift Requirements: Fulltime 40 hours/week) MondayFriday. Flex hours allowed with Supervisor approval. Some travel required including overnight travel.

The Local Systems Bureau is seeking qualified applicants for the Urban Engineer position. The Urban Engineer position serves as the primary liaison to the cities across Iowa and is involved in aspects of program administration. This position performs a wide variety of administrative and advanced professional engineering and planning functions related to local government programs. The Urban Engineer serves as a lead worker and exercises a considerable degree of independent judgment in making decisions. Other responsibilities include development and maintenance of written guidelines policies and procedures to carry out these programs. These responsibilities must be carried out without direct authority over the agencies responsible for project selection project development and contracting authority.

Summary of Job Duties:

  • Administers a variety of Federalaid Federalaid Swap and Stateaid transportation programs for Iowas 942 cities including the City Bridge Program. This involves interpreting and implementing federal and state policies and regulations.
  • Provides expert technical and policy guidance to the Project Development Engineer and Technician as well as the Local Systems Field Engineers and Technicians as they assist the cities with development letting and contract administration of Federalaid Federalaid Swap and Stateaid projects.
  • Serves as a liaison to City Engineering and Public Works Departments and associated professional organizations.
  • Serves on various Federal State and city committees involved with roadway design traffic safety and program administration.
  • Serves as the Local Systems Representative for the Statewide Urban Design and Specifications (SUDAS) Board of Directors.
  • Serves on the Technical Advisory Committee for the newly established Public Works Service Bureau.
  • Assists in the development and review of policy and procedure documents provided by the Local Systems Bureau for use by local public agencies and Department staff.
  • Serves as the specialist within the bureau on Americans with Disabilities Act (ADA) and Civil Rights guidance.
  • Coordinates and administers the Federalaid Inactive Obligations for the department.


Essential functions:

  • Coordinate and Administer various Federal and Stateaid programs for the cities by providing guidance to the Local Systems Field and Project Development Engineers and technicians.
  • Provide policy and procedure guidance to city staff and their consultants.
  • Present technical information program plans and proposals to city officials and their consultants.
  • Act as a Department liaison to various city associations organizations or agencies and the Federal Highway Administration.
  • Serve as the specialist within the office on ADA and Civil Rights guidance for local agencies and DOT staff working with local agencies.
  • Coordinate and Administer the Quarterly Inactive Obligations and Project End Date review process for the Department in accordance with the Federal Highway Administrations rules and regulations.


Required certifications / licenses:

  • Must possess and maintain a valid Professional Engineer license in the State of Iowa or be licensed in another state with the ability to obtain an Iowa Professional Engineer license within 6 months of hire.
  • Must possess and maintain a valid drivers license in the State of Iowa.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1 All of the following (a and b):
a. Licensure as a professional engineer; and
b. Two years of fulltime professional work experience in transportation engineering or civil engineering.
2 All of the following (a b and c):
a. Licensure as a professional engineer; and
b. One year of fulltime professional work experience in transportation engineering or civil engineering; and
c. Graduation from an accredited college or university with a masters degree in chemical civil construction environmental materials structural or transportation engineering; engineering management; or a field closely related to transportation engineering.
3 Current continuous experience in the state executive branch that includes one year of fulltime work as a Transportation Engineer.

Additional Qualification Requirements

Prior to appointment applicants must possess active licensure as a professional engineer by the Iowa Engineering & Land Surveying Examining Board.
