Background
In response to the escalation of conflict in Ukraine in February 2022 WFP launched operations to address the urgent food security needs of vulnerable populations. Employing a flexible and adaptive approach WFP leverages cashbased transfers and inkind food assistance to support those in need particularly in frontline areas.
The Programme team ensures the comprehensive management and delivery of assistance prioritizing impactful interventions that adapt to the evolving needs of affected communities. Within this context the Programme Policy Officer plays a vital role in supporting WFPs mission by ensuring that the voices of affected populations are heard their concerns are addressed and the delivery of assistance is optimized.
Purpose of the Role
The Deputy Head of the CashBased Transfers (CBT) and Digital Team will support the Head of Unit in the overall management strategy definition and coordination of WFP Ukraines CBT operations. The role will act as OfficerinCharge (OIC) during the absence of the Head of Unit.
The position is designed to provide additional senior capacity to the existing team in a Country Office operating a large and complex CBT programme.
The role will contribute to the design management and implementation of CBT operations to ensure effective delivery of food assistance as well as support policy development and provide technical guidance and oversight across programme components.
The Deputy Head will support the Head of Unit in strategic planning internal analysis and reporting team coordination and engagement with external stakeholders including government partners financial service providers and humanitarian actors. In addition the role involves direct supervision of three critical areas of work: payments registration and the complaints and CBT complaints and feedback mechanism (CFM).
1. Registration
This area covers all beneficiary registration and related project management within the programme including data collection and verification with a strong emphasis on data accuracy and integrity. It ensures that intended recipients are properly identified and that data systems effectively support programme delivery. The work involves driving systemic improvements to strengthen the efficiency and effectiveness of beneficiary data management in close collaboration with field offices cooperating partners and technical teams. It also includes oversight of all datarelated activities to ensure alignment with information and data management protocols data protection standards and corporate policies.
2. Payments
This area is centered on ensuring that beneficiaries receive timely secure and effective cashbased transfers. It involves oversight of endtoend payment operations including the preparation and coordination of payment instructions monitoring of resolution of failed transactions and ensuring robust reconciliation and reporting processes. A key focus is on managing the strategic and contractual relationships with financial service providers (FSPs) ensuring service quality accountability and operational adaptability in a complex and dynamic delivery environment. Maintaining strong internal controls and compliance with corporate and donor standards is a core component.
3. CBT Complaints and Feedback Mechanism (CFM)
This area encompasses the management of feedback and complaints related to cash transfers and registration. It includes the collection investigation resolution and communication of feedback to ensure accountability to affected populations and drive continuous programme improvement. Systemic improvements are pursued to enhance the experience of people served by WFP including trend analysis identification of recurring issues and proactive risk mitigation. Strong coordination with field offices cooperating partners and technical teams ensures a peoplecentered approach and continuous learning and adaptation in line with accountability to affected populations (AAP) commitments.
Accountabilities
Support to Team Management: Assist the Head of Unit in managing the CBT and Digital team ensuring effective task allocation open and transparent communication team motivation and alignment with overall unit goals. Provide daytoday support on HR matters (e.g. leave management) and contribute to defining roles and individual aspirations.
Operational Coordination with Field Offices: Serve as the primary focal point for fieldlevel engagement on CBT operations offering technical troubleshooting and guidance on the implementation of cash assistance registration (for both inkind and cash) and deduplication efforts.
Internal Coordination Across Units: Ensure strong coordination on registration cash assistance and deduplication with other functional unitsparticularly InKind RAM and Partnerships. Promote a shift towards integrated crisis response approaches helping encourage a holistic view of WFPs crisis response (Activity 1.
Strategic Engagement and External Representation: Support the Head of Unit in drafting strategic briefs analysis and reports for senior management donors and other stakeholders. Contribute to interagency coordination by informing on dynamics and representing CBT in forums such as the Cash Working Group (CWG) and where needed the Technical Task Team 3 (TT3 maintaining strategic communication with the Food Security and Livelihoods Cluster (FSLC).
Communication with Affected Populations: Maintain oversight of messaging related to registration cash assistance and deduplication. Ensure that highlevel funding and programmatic decisions are effectively communicated through field offices partners local authorities and appropriate channels reaching those we serve in a timely and clear manner.
Programme Quality: Ensure field feedback and monitoring insights inform programmatic decisions. Strengthen the feedback loop between monitoring findings and field realities to continuously improve programme design and implementation.
Registration: Ensure that partners collect highquality data on WFPs behalf to enable accurate targeting and delivery of the most appropriate assistance to the people we serve. This includes ensuring full adherence to WFPs data standards and protection protocols and that individuals are fully informed and provide consent for the use of their data.
Payment: Ensure timely and secure delivery of cash assistance in line with WFP standards including reconciliation. Lead efforts to proactively address payment failures and coordinate with FSPs to resolve issues effectively.
CBT Complaints and Feedback Mechanism (CFM): Ensure that the people we serve have their concerns related to registration (for inkind and cash) cash assistance and deduplication addressed and resolved in a timely and transparent manner. Ensure the correction of data issues and the provision of any missed assistance and maintain oversight on the smooth functioning of the feedback loop to support accountability and continuous programme improvement.
Skills
Strong leadership and team management skills with experience in coordinating diverse teams supporting HR and task management and fostering an open collaborative work environment.
Strong problemsolving skills and a proactive resultsoriented approach with the ability to identify operational bottlenecks drive process improvements and translate field realities into actionable programme decisions.
Strong analytical and strategic thinking skills with the ability to produce highquality briefs and reports for senior management and donors.
Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant effective and context specific approaches.
Ability to manage multiple priorities in highpressure environments meeting deadlines and maintaining highquality outcomes.
Excellent coordination stakeholder engagement and communication skills with experience facilitating collaboration across WFP teams cooperating partners and external actors. Effective communicator able to represent programme interests in interagency forums and navigate complex political and operational dynamics.
Strong commitment to accountability with indepth understanding of feedback and complaints systems and the ability to ensure timely resolution of issues and integration of feedback into programme design. Wellversed in data protection standards.
Education
University degree in social sciences business administration development studies a related field.
Languages
Fluency in English in both oral and written communication. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
