Division/Program Summary:
The Center for Population Health Data Science (CPHDS) launched in October of 2023 aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health healthcare and social service for timely and effective public action. We are working towards making data more accessible timely equitable meaningfully usable and protected and actively used to protect and promote the health and wellbeing of New Yorkers. We aim to strengthen agency wide data capabilities by empowering our workforce enhancing intra and interagency data sharing and using modern technology to yield trusted and integrated data and insights. A realtime and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.
The CPHDS Bureau of Administration is responsible for managing key administrative functions that support the effective operation of the center. These areas include Human Resources (HR) Procurement Grants Management Fiscal Management Facilities Data Management Reporting Customer Service and Compliance.
Position Summary:
The Sr Fiscal Analyst will report to the Senior Director Integrated Operations and Resource Management Unit. This position is responsible for managing the Centers financial activities including budget management expenditure monitoring fiscal reporting and data analysis with a strong focus on collaboration and communication. The Sr. Fiscal Analyst will ensure compliance with the agencys regulatory requirements and support the integration of financial data systems to enhance operational efficiency. The ideal candidate will have strong analytical and project management skills an eye for detail and a commitment to enhancing the fiscal operations that support our critical public health initiatives.
Job Duties and Responsibilities:
Budget and Fiscal Management
Manage the Centers Personnel Services (PS) and Other Than Personnel Services (OTPS) budgets across all funding sources.
Monitor expenditures grants revenues and headcount and analyze variances from the financial plan.
Support yearend processes including rollovers and accruals. Prepare and submit budget modifications and encumbrances as needed.
Coordinate and initiate activities such as budget modifications journal entries and intracity agreement payments.
Coordinate budget planning to ensure accurate forecasting and alignment with priorities. Review projectspecific spending and provide reports.
Work with the Senior Procurement Manager to allocate funds and ensure timely spending.
Generate detailed budget vs. spending reports and provide regular updates to Senior Director and other stakeholders ensuring transparency accuracy and alignment with financial objectives.
Data Management and Analysis
Collaborate with the Data Operations Team to build a unified financial data warehouse by integrating multiple financial systems.
Support the development of automated processes to ensure data accuracy and consistency.
Use the warehouse to generate detailed budget vs. spending reports and provide regular updates to stakeholders ensuring transparency accuracy and alignment with financial objectives and analyze program performance recommend financial solutions and produce fiscal summary reports.
Review statistical data and analyze proposed policies to estimate fiscal impacts and programmatic implications.
Collaboration and Communication
Serve as the centers primary point of contact to ensure funding availability for operational activities.
Collaborate with the agencys fiscal team to manage budget allocations submit funding requests communicate spending plans and address timesensitive information requests promptly.
Coordinate and collect agenda items for all fiscal related collaborative meetings.
Establish and implement processes for information exchange with the central office to coordinate shared projects and grants.
Provide spending reports and updates to stakeholders.

Prepare and deliver spending updates and reports to stakeholders.
Assist in developing training materials on fiscal systems and procedures. Refine processes for maintaining the financial data warehouse to ensure data accuracy.
Proficiency in Microsoft Excel and financial systems (DOHMH/City applications experience is a plus).
Strong analytical skills to evaluate and synthesize complex data sets.
Excellent oral and written communication skills.
Proven ability to work collaboratively across various organizational levels.
Familiarity with public health or policy analysis is a strong plus.
Strong intellectual curiosity and commitment to public service.
Ability to work evenings and weekends as needed.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory fulltime professional experience in the areas described in 1 above.
associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory fulltime professional experience as described in 1 above.
4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory fulltime professional experience as described in 1 above.
5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
