Human Resourcesworks with all divisions of the Metropolitan Council to provide proactive solutions for the Councils workforce needs in recruitment hiring labor relations benefits training organizational development occupational health and wellness.

How would your work contribute to our organization and the Twin Cities region:
We are seeking a capable HR LOD Manager to foster continuous learning empower employees to excel and contribute to the Councils mission. This role strengthens morale workplace culture and organizational capacity to address evolving needs by aligning training with organizational goals and leading a skilled training team. Ultimately it supports employee growth and positively impacts communities in the Twin Cities region.

What you would do in this job


As the Learning and Organization Development (LOD) Manager you will contribute to LODs core services by assisting the Senior HR LOD Manager with managerial tasks and overseeing councilwide training opportunities and critical training initiatives. Your specific responsibilities will include the following areas:

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of education and experience totaling 10 years three years of which include supervising staff or leading a team.

Education:degree in Human Resources/Training & Development Education Organizational Development Psychology Public Administration Communications or a related field OR high school diploma/GED

Experience: in Human Resources (preferably in training & development)

  • High school diploma/GED with ten years of experience
  • Associate degree with eight years of experience
  • Bachelors degree with six years of experience
  • Masters degree with four years of experience

What additional skills and experience would be helpful in this job (desired qualifications):
  • Proven ability to lead mentor and inspire teams to achieve results.
  • Strong proficiency in project management administrative and planning skills.
  • Expertise in LMS platforms and elearning tools.
  • Strong computer skills with experience in Microsoft Office that is be proficient in Microsoft Word Excel and PowerPoint.
  • Advanced skills in analyzing workforce metrics and evaluating outcomes.
  • Comprehensive understanding of best practices in adult learning and training effectiveness.
  • Demonstrated experience with multicultural workforce needs.

What knowledge skills and abilities you should have within the first six months on the job:
  • Ability to foster team collaboration communication and empowerment.
  • Skill in developing engaging and effective formal training and development programs.
  • Skill in negotiating with and managing external training vendors and consultants when needed
  • Ability to manage multiple ongoing projects and modules while ensuring schedule and onbudget delivery the ability to work to set objectives and agreed timescales.
  • Knowledge of workforce growth strategies and organizational change initiatives.
  • Skill in addressing diverse needs and promoting inclusivity.
  • Ability to guide teams through transitions with adaptability and resilience.
  • Exceptional communication skills for presentations and stakeholder engagement.
  • Ability to perform assessments and recommend evidencebased solutions.

Work Environment:
Work is performed in a standard office setting and may require travel from the primary work site to other sites.

What steps does the recruitment process involve:

1. We review your minimum qualifications.
2. We rate your education and experience.
3. We conduct an (inperson) structured panel interview.
4. We require candidates to take an (inperson) Leadership Assessment if they move on to the selection interview.
5 . We conduct an (inperson) selection interview.
6. Finalist(s) meet with Senior HR Manager for 1x1 (inperson) interview.

If you are new to the Metropolitan Council you must pass a background check verifying education employment and criminal history. If you have a criminal conviction you do not automatically fail. The Metropolitan Council considers felony gross misdemeanor and misdemeanor convictions on a casebycase basis based on whether they relate to the job and whether the candidate has demonstrated adequate rehabilitation.
