POSITION SUMMARY
The Traffic Engineer provides management and organization for Traffic Engineering division staff in the completion of the duties and responsibilities of the division. Performs professional level traffic engineering duties including planning designing and managing of the traffic control systems. Manages the operations of computerized traffic signal systems. Manages and evaluates traffic engineering studies and recommends solutions and changes as necessary.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities
- Participates as a member of the department management team. Contributes to the development and implementation of departmental goals objectives policies procedures and service standards.
- Plans organizes schedules supervises and evaluates the work of the staff within the division. Works with the Traffic Operations Supervisor to recommend selection of staff and provide for their training and professional development.
- Prepares the divisions budget and monitors expenditures.
- Plans coordinates and directs the activities of the traffic engineering division which includes all responsibility related to the planning design operation and maintenance of the Citys traffic control systems.
- Manages the operation of the Citys computerized traffic signal system; develops and implements new signal timing plans and directs signal system construction and modifications to ensure the safe and efficient flow of traffic.
- Manages the Citys signing and striping program.
- Participates in discussions and review of development submittals Capital Improvement Projects and transportation planning; reviews site plans conducts and evaluates traffic impact studies to ensure conformance with City and transportation rules and guidelines. Also reviews and approves traffic control plans / right of way permits for conformance to City and MUTCD standards.
- Manages traffic engineering studies including analysis evaluation recommendation and implementation; assists in neighborhood traffic mitigation improvements. This includes working to complete / implement the Citys first neighborhood traffic calming program and vision zero campaign.
- Provides technical information and support to the Director the Transportation Advisory Committee and to other departments. Testifies in court or at legal proceedings on traffic engineering matters.
- Represent Public Works / Traffic Engineering at public meetings intradepartmental meetings citizen groups meetings Council meetings Study Sessions Policy Committee meetings and other meetings as may arise.
- Coordinates with neighboring jurisdictions DRCOG and CDOT to implement and maintain uniform traffic systems operations.
- Works to complete the Citys strategic plan with respect to traffic related items.
- Serves as the City liaison on transportation issues; serves as the Citys representative in professional transportation organizations.
- Performs public relations duties responds to traffic concerns and issues determines and recommends appropriate resolutions to maintain positive community/customer relations.

PREPARATION AND TRAINING
Education
- Bachelors Degree in Civil Electrical or equivalent engineering curriculum.
- Masters Degree preferable.
Work Experience
- 7 years of traffic engineering experience preferably in the public sector
- 5 year of supervisory experience
Certifications and/or Licensures
- PE license required.
- PTOE preferred
- IMSA Certifications preferred
- Required Drivers License
- Valid Colorado drivers license and a good driving record
An equivalent combination of education training and relevant job experience may be substituted.

Analytical Advanced skills required to troubleshoot signal problems and analyze crash data. Applies traffic engineering guidelines to technical solutions.
Project Management Strong skills needed to design and administer complex projects.
General Management Strong skills needed for budget management and to develop and administer policies and procedures. Also required to effectively supervise division employees.
Mathematical Strong skills needed to utilize mathematical reasoning and statistical analysis of traffic operations.
WORKING CONDITIONS
Work is performed primarily in a standard office environment and occasionally in the field and in the shop. The employee is exposed to various weather conditions including wet hot and cold conditions. Also exposed to various environmental conditions which may include excessive noise dust fumes street traffic and materials used in traffic maintenance such as paint and chemicals.
SALARY RANGE
$109185.65 $163778.37/Annual Salary
