Job Description

We are seeking a highly skilled Records Officer to oversee and advance our institutional records management program. In this role you will provide consultative leadership technical expertise and strategic direction to ensure compliance with Department of Energy (DOE) policies federal mandates and regulatory standards including DOE O 243.1C M1921 and M2307. You will lead the transition to fully electronic recordkeeping collaborate with internal and external stakeholders and develop innovative solutions to improve records management practices. You will also serve as the primary point of contact for operational changes and ensure the effective handling of classified and sensitive information. This role is based in the Technical Information Department (TID) in the Information Services Division.

This position offers a hybrid schedule blending inperson and virtual presence. You will have the flexibility to work from home one or more days per week. 

This position will be filled at either level based on knowledge and related experiences as assessed by the hiring team. Additional job responsibilities outlined below will be assigned if you are selected at the higher level.

You will

  • Serve as the subject matter expert (SME) for records management ensuring compliance with Department of Energy (DOE) policies including DOE O 243.1C as well as federal mandates such as M1921 and M2307. Lead the transition to fully electronic recordkeeping in accordance with M1921 ensuring all records are effectively captured managed and preserved in approved electronic formats.
  • Partner with internal and external stakeholders including DOE National Nuclear Security Administration (NNSA) and National Archives and Records Administration (NARA) officials to ensure adherence to record retention schedules audit requirements and reporting obligations. Stay informed on updates to DOE orders federal memorandums and regulatory changes to maintain compliance and enhance laboratory records management practices.
  • Provide training and guidance to staff on DOE records management policies including electronic records requirements and the proper handling of classified or sensitive information. Regularly assess records management practices to identify gaps recommend improvements and ensure alignment with DOE O 243.1C and related directives.
  • Coordinate the daytoday activities of multidisciplinary teams of records management professionals assigning projects and tasks evaluating progress and ensuring schedules are met with highquality work products.
  • Establish and enforce quality standards for a variety of records management services ensuring consistency and excellence across all activities.
  • Direct the analysis and design of complex business processes for multiple change initiatives including transitioning to new records management applications and upgrading information management systems.
  • Mentor coach and develop records management and information management personnel to support career growth and promote technical excellence across the team.

In addition at the .5 level:

  • Develop and present formal proposals for operational changes to improve information and processing systems to internal and external stakeholders. Serve as the primary point of contact and consultant for management on critical change initiatives.
  • Plan and manage significant and highly visible longterm project activities including task identification assignment and setting performance standards for both quality and quantity of work.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Qlevel security clearance which requires U.S. Citizenship.
  • Bachelors Degree in Archives and/or Records Administration Information Science Business Administration or equivalent combination of education and experience in related background or field.
  • Extensive experience with records and information management information governance or related field with a proven track record of successfully implementing and managing complex programs and initiatives.
  • Significant experience establishing managing and leading an institutional Records Management Program preferably in the Department of Energy (DOE) or other federally regulated environment.
  • Indepth knowledge of federal laws regulations and standards related to records management and the National Archives and Records Administration (NARA) guidelines.
  • Advanced communication and interpersonal skills including tact diplomacy discretion and ability to work collaboratively across organizational boundaries and with external stakeholders such as DOE officials and regulatory agencies.
  • Experience coaching and/or mentoring multidisciplinary teams with the ability to set priorities establish goals and foster career development.

In addition at the .5 level:

  • Advanced degree in Archives and Records Administration Library and Information Sciences Business Administration or related area of expertise.
  • Expert indepth knowledge of broad records and information management practices and related areas. Experience collaborating with internal and external stakeholders to plan projects at an institutional level.

Desired Qualifications

  • Extensive experience in federal records and information management and developing implementing and overseeing complex programs or initiatives for a large organization. Knowledge of DOE policy DOE O 243.1C and federal mandates such as M1921 M2307.
  • Advanced degree in Archives and/or Records Administration Information Science or Business Administration. Or Certified Records Manager (CRM) credential or similar certification in records and information management. Familiarity with information governance practices such as those demonstrated by an Information Governance Professional (IGP) certification.
  • Knowledge of managing information throughout its lifecycle including electronic records management and data governance as reflected by a Certified Information Professional (CIP) credential.
  • Experience with project management principles with certifications like Project Management Professional (PMP) considered a plus.
