The Urban Park Service (UPS) division consists of three units: Parks Enforcement Patrol (PEP) the Emergency Management Unit and Central Communications. The Emergency Management Unit is responsible for facilitating Parks ability to prevent prepare for respond to and recover from emergencies. This unit also coordinates agencywide emergency preparedness planning and response exercises and training and evaluation of incident response and performance.
Major Responsibilities
Under the direction of the Director of Emergency Management with latitude for independent initiative and judgment perform responsible and difficult administrative research analytic and planning functions for the Urban Park Service division.
Research conduct surveys and studies collect and analyze data produce reports and develop recommendations to improve operations efficiency.
Work closely with Agency senior management/staff to develop manage and evaluate all aspects of Parks emergency management plans.
Assist in the facilitation development and of comprehensive agencywide and multiagency emergency preparedness exercises including discussionbased exercises functional exercises and fullscale exercises.
Participate in and prepare materials for exercise and training meetings convened by NYC Emergency Management (NYCEM).
Work with all divisions and units within Parks to coordinate the emergency planning process.
Serve as a member of the incident command structure during emergency responses which may require 24hour availability.
Participate in activations of the NYC Emergency Operations Center and the NYPD Joint Operations Center.
Create and deliver presentations that effectively communicate key project findings and recommendations to various audiences including senior management and partner organizations.
Perform other duties as assigned to support operations of the Urban Park Service division.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
