Senior HR Analyst Benefits
As a Senior HR Analyst Benefits you will play a key role in developing administering and evaluating the Citys employee benefits programs. Youll use your analytical expertise to help ensure the organizations offerings remain competitive cost effective and compliant with applicable laws and regulations. In this role youll also support employee wellness guide complex leave administration and enhance the benefits experience for all City employees. The ideal candidate is detail oriented solutionsfocused and thrives in a collaborative environmentbringing a strong understanding of benefits administration excellent communication skills and a passion for delivering exceptional service.
This Job Includes:
Benefits Administration & Compliance
Work collaboratively with the Benefits Supervisor and Manager to review and coordinate the administration of employee benefits wellness and retiree programs while ensuring compliance with federal and state regulations.
Provide expertlevel guidance on complex leave issues regarding City leave programs to include:
Family & Medical Leave Act (FMLA)
Colorado Paid Family and Medical Leave Insurance (FAMLI)
Colorado Healthy Families and Workplaces Act (HWFA)
Short and longterm disability programs
Disability retirement matters
Uniformed Services Employment and Reemployment Rights Act (USERRA)
Provide support for other benefits and leave programs including the Citys Americans with Disability program Workers Compensation leave matters and the Pregnant Workers Fairness Act (PWFA) and PUMP Act.
Provide expertlevel guidance on retirement benefit programs and administration.
Monitor legal and regulatory changes impacting benefits and recommend adjustments to policies and programs.
Maintain compliance with COBRA HIPAA PPACA CAAand other benefitsrelated legislation.
Program Development & Employee Support
Lead Open Enrollment planning and implementation including system updates employee communication and coordination with vendors.
Recommend program improvements based on market trends benchmarking data and employee needs.
Work closely with benefit vendors and act as a liaison to resolve elevated issues and ensure accurate data flow.
Support the onboarding process and develop training and communication materials for benefits education.
Provide a high level of customer service to employees and retirees resolving complex inquiries with professionalism and accuracy.
Develop and redefine processes including writing SOPs and desk manuals.
Provide recommendations on policy changes to align with best practices.
Project Oversight & Data Analysis
Oversee payments to health and welfare vendors and collaborate with Finance to monitor and forecast costs for selffunded plans and programs. To include renewals and budgeting.
Conduct audits of plan elections contributions and benefits data to ensure accuracy and integrity.
Use HRIS systems (PeopleSoft NeoGov) to improve data efficiency and enhance reporting and analytics. Help lead HRIS initiatives and implementations specific to the benefits team.
Support operational needs of the Citys employee clinic and pharmacy.

Education:Bachelors degree from an accredited college or university in public administration business administration or a related field
Experience: Five years of fulltime professional experience in benefits administration human resources or related field
