HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.


Your Team:
The Office of Asset and Property Management (APM) leads the agencys effort to protect the Citys investment in affordable housing and ensure that properties remain stable and affordable over the longterm. APM actively monitors the performance and regulatory compliance of projects sponsored supervised and owned by the City and connects people to affordable housing opportunities.

The Office of Asset and Property Management (APM) is composed of five divisions which includes the Divisions of Asset Management Property Management & Client Services Housing Supervision Housing Opportunities & Program Services and Coop Readiness & Technical Services.

The Division of Coop Readiness & Technical Services (CRTS) oversees three 3 programs within the Office of Asset and Property Management (APM). The programs are the Tenant Interim Lease (TIL) program which trains and assists tenant associations in cityowned buildings to develop economically selfsufficient lowincome cooperatives; the Technical Services program which provides technical resources to the divisions within APM; and the newly formed Lead Unit which is responsible for assuring leadsafety in cityowned buildings within APM.

Your Impact:

As a Data Analyst in the TIL program (within the Division of Coop Readiness & Technical Services) you will be responsible for providing assisting to a team who monitors a portfolio of Tenant Associations (TAs) to ensure program compliance requirements are met. Your work will support in monitoring and ensuring TAs are successfully complying with all TIL policies rules and regulations required.

Your Role:

You will be at the forefront of all technical questions and providing support to the CRTS staff. Your efforts will drive programmatic compliance policies and efforts to accurately track requirements needed for HPDs expectations of Tenant Associations to empower them to be successful.

Your Responsibilities:

Manage the Units Compliance Tracker excel spreadsheet of portfolio of buildings including the inputting and updating of financial data and formulas of the tracker.

Assist with maintaining and circulating compliance reports for the portfolio of buildings.
Perform regular required updates and maintenance of the Units databases.
Collaborate with crossfunctional teams to collect organize and analyze data presenting results in a clear and compelling way and making recommendations on policies and procedures.
Build and implement analytical and quantitative work including internal monitoring and evaluating programs providing important community services.
Prepare and present evaluation reports dashboards or perform analysis to CRTS staff including leadership regarding program performance.
Respond to data requests and provide authoritative interpretation of complex problems.
Perform regular data reviews to ensure accuracy and completeness of data.
Complete special projects and reporting for the Assistant Commissioner Director Deputy Directors and the CRTS leadership team.
Perform other duties as assigned.

Preferred skills:

Proficiency working with Microsoft Office (Word Excel Access Project PowerPoint and Sharepoint) including creating queries and generating reports; demonstrated ability to learn new software
Strong analytical skills with the ability to query and analyze large datasets
Exceptional written and verbal communication skills
Ability to work independently and as part of a team in a fastpaced evolving environment
Strong interpersonal skills and commitment to a collegial and productive workplace
Knowledge of affordable housing programs and subsidies including New York City regulations and government
Experience in creating reports for stakeholders at all levels of government
Careful and detailed while maintaining the units databases and data systems
Ability to recognize and articulate patterns that may improve business processes

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
