The Opportunity:
As a Payroll Fiscal Analyst 3 the incumbent will support the Departmental goals and objectives by developing systems and processes that ensure that every paycheck created will be treated as if it were their own. We focus on making sure that the fiscal responsibilities to the State of Washington are met with the highest level of integrity. We need your data analytics and people skills to prioritize timesensitive workload and produce accurate and timely work results.

Some of what you will do:
DCYF takes a holistic approach to payroll to ensure our customers are taken care of. Youll be given a specific section of the alphabet for which you will conduct the following work:
  • Establish new hires rehires transfers separations and all other miscellaneous actions within HRMS.
  • Analyze retirement and insurance enrollment forms for completion ensuring the appropriate verification documents are included and deadlines are met.
  • Establish and maintain employee PEBB medical dental life and LTD benefits in Benefits 24/7 and HRMS.
  • Understand the impact of benefits processing to fund 035 making manual adjustments in HRMS as needed.
  • Process employee requests for changes to direct deposit deductions federal withholding charity and other miscellaneous requests.
  • Coordinate with general accounting to process tuition reimbursements.
  • Evaluate and monitor garnishments in HRMS update tracking workbook respond to garnishment answers and process A19 payments for garnishment orders to pay in AFRS.
  • Investigate and analyze HRMS redline and financial errors (ALAS and/or RCIPE errors) making corrections to aid in the prevention of locked paychecks.
  • Create and maintain various tracking spreadsheets.
  • Consult with timekeepers HRMS HRC employees and supervisors on various payroll benefits and leave methods procedures and rules.
  • Provide interpretation of RCW WAC CBA SAAM and agency policies to timekeepers employees and supervisors.
  • Assist in creating and updating payroll processes and procedures.
  • Identify problem areas and make recommendations.
  • Analyze and respond to employee requests for information via email phone and mail.
  • Complete employee authorized verifications of employment and wages.
  • Establish monitor and maintain employee payroll files.
  • Fiscal review and analysis of complex retroactive payroll data. Completing manual calculations as needed running and analyzing various reports to confirm expected results.
  • Respond to employee notifications of lost or stolen warrants and nonissued paychecks.

Required Qualifications:
  • Equivalent education/experience (five years total).
OR
  • A Bachelors degree AND one 1 year of relevant professional experience.

In addition to those required qualifications our ideal applicant will also have some or all the following:
  • A Bachelors degree which includes at least 18 quarter or 12 semester hours of accounting auditing or budgeting AND two 2 to three 3 years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours.
  • A Masters degree in a financial related field certification as a Public Accountant Internal Auditor Certified Governmental Financial Manager or Management Accountant can substitute for professional experience.
  • Previously demonstrated experience performing payroll processing/operations duties in accordance with RCW WAC CBA and SAAM.
  • Previously demonstrated experience independently performing complex payroll review and analysis.
