The Contracts Manager is responsible for managing and overseeing the entire contracts process within the Department of Defense (DoD) framework. This role involves reviewing solicitations drafting proposals negotiating and managing contracts from cradle to grave to ensure compliance with all federal regulations and requirements. The Contracts Manager will work closely with legal procurement and project management teams to ensure that all contractual obligations are met and that the organizations interests are protected.
DUTIES AND RESPONSIBILITIES
Contract & Management:
Guides coordinates and executes proposal and award activities for assigned contracts. Ability to provide guidance to internal teams relating to all phases of the contract lifecycle.
Oversee the entire lifecycle for assigned contracting actions from initial drafting of proposals to final contract and closure.
Ensure all contracts comply with DoD regulations policies and procedures.
Manages individual workload to ensure the timely and compliant accomplishment of project deadlines and completes accurate internal and external client deliverables.
Tracks and communicates the keys issues and status of contracts portfolio relative to contract requirements.
Proposal Management:
Manage proposal development in response to different solicitation types (e.g. competitive sole source) and customers (e.g. U.S. Government Defense Contractors)
Review all proposed FAR DFARS NMCARS etc. clauses and present positions for review and agreement by senior leadership.
Complete all appropriate cost and/or pricing analysis requirements
Negotiation:
Lead negotiations with contractors vendors and other third parties.
Ensure favorable terms and conditions that align with organizational goals and objectives.
Compliance:
Maintain uptodate knowledge of DoD regulations Federal Acquisition Regulations (FAR) Defense Federal Acquisition Regulation Supplement (DFARS) and other relevant laws.
Conduct independent research and provide logical analysis on contractual positions and requirements facilitating senior leadership understanding and decision making.
Ensure all contracts and procurement activities are in full compliance with applicable laws and regulations.
Risk Management:
Practices independent judgement and analysis of significant issues and identifies resolutions.
Demonstrated experience in managing multiple contract types (e.g. CPFF CPIF CPAF FFP/LOE T&M FFP) and solicitation types (e.g. FAR Parts 8 15 and 16
Develop and implement risk management strategies and contingency plans.
Documentation:
Maintain accurate and complete records of all contractrelated activities.
Prepare and present reports on contract status issues and performance metrics.
Stakeholder Communication:
Act as the primary point of contact for all assigned contractrelated matters.
Communicate effectively with internal and external stakeholders including government agencies contractors and senior management.
Skilled in analytical written and oral presentations.
Training and Development:
Provide guidance and training to junior contract managers and other staff members.
Stay current with industry best practices and continuously improve contract management processes.
Dispute Resolution:
Manage and resolve any disputes or issues that arise during the contract lifecycle.
Work with legal counsel as needed to address complex contractual issues.

EDUCATION:
Required:
8 year of relevant work experience
Bachelors degree Preferred in Business Administration Contract Management Law or a related field
Exposure to multiple contract types (e.g. CPFF CPIF CPAF CPFFLOE T&M FFP) and solicitation types (e.g. FAR Parts 8 15 and 16
US Citizenship required
Preferred:
Experience supporting the Department of the Navy
Demonstrated experience in managing multiple contract types (e.g. CPFF CPIF CPAF CPFFLOE T&M FFP) and solicitation types (e.g. FAR Parts 8 15 and 16
Demonstrated experience with service contracts (e.g. FAR Part 22 and 37
QUALIFICATIONS:
Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) certification is highly desirable.
Extensive experience in contract management within the DoD or a similar federal environment.
Strong knowledge of FAR DFARS and other relevant federal regulations.
Excellent negotiation communication and interpersonal skills.
Proven ability to manage multiple contracts and projects simultaneously.
Strong analytical and problemsolving abilities.
Proficiency in contract management software and Microsoft Office Suite.
Ability to obtain and maintain a security clearance required.
PHYSICAL DEMANDS:
The performance of this position involves exposure to construction or industrial areas where the use of personal protective equipment such as safety glasses hard hats and hearing protection is required.
