PURPOSE

Under the direction of the Director of Human Resources the Employee Relations Generalist is responsible for fostering a positive and productive work environment by overseeing employee relations functions ensuring compliance with college policies collective bargaining agreements and employment laws. Serves as a resource for employees and supervisors. This role requires strong interpersonal and problemsolving skills to address workplace concerns facilitate conflict resolution and promote a culture of inclusivity and fairness.


Will work to develop and maintain a strong performance management system including annual evaluations and supervisor support as well as professional development program development and oversight.


Job requires welldeveloped verbal skills to present and exchange information which is technical complex and sensitive to all staff on campus. Interpersonal contacts extend to all college staff and outside agencies. Work on an independent basis under strict timelines subject to change under supervisor direction.

Description of Essential Functions

Employee and Labor Relations (approx. 40 of Time)

  1. Develop and implement employee relations strategies that align with the colleges mission values and policies.
  2. Investigate employee complaints grievances and workplace disputes in a timely and confidential manner ensuring compliance with collection bargaining agreements federal state and local labor laws.
  3. Mediate conflicts and facilitate resolution through coaching training and structured discussions.
  4. Support supervisors and managers in addressing performance concerns disciplinary actions and policy interpretations. Serve as an advisor to employees supervisors and administrators on workplace concerns policies and procedures.
  5. Collaborate with legal counsel and HR leadership to mitigate risk and ensure compliance with employment laws and regulations. Consult with legal counsel as appropriate and/or as directed on personnel matters.
  6. Maintain accurate records of employee relations matters investigations and resolutions.
  7. Serve as a member of the management bargaining teams. Provide interpretation and ensure adherence to collective bargaining agreements; assist with negotiations and fiscal impact/analysis during the collective bargaining process.
  8. Stay informed on emerging trends and best practices in employee relations labor laws and HR policies.
  9. Serve as a Deputy Title IX Director. Collaborate and support the Director of Conduct and Community Standards regarding conduct matters and complaints; includes but is not limited to ensuring college compliance with Title IX and applicable college policies and procedures related to faculty and staff conduct as well as overall college community standards.
Performance Management (approx. 25 of time)
  1. Develop and maintain employee evaluation and development plans; including tracking performance evaluation completions and coaching managers on conducting performance reviews.
  2. Develop and deliver training programs on workplace policies conflict resolution performance management and related topics.
  3. Maintain a continuous supervisor training program regarding the Colleges policies and procedures human resources practices laws and changes.
Professional Development Coordination (approx. 25 of time)
  1. Identifying the training and development needs of employees through surveys interviews and performance evaluations.
  2. Design and develop professional development programs that align with college goals and compliance related training the effectiveness of professional development programs through feedback and performance metrics and making necessary adjustments.
  3. Organize training sessions and workshops to help employees acquire new skills and knowledge relevant to their roles. Manage resources such as training materials budgets and external trainers to ensure effective delivery of development programs.
  4. Ensure that all professional development activities comply with industry standards and regulatory requirements.
  5. Collaborate with the Office of Instruction and Student Services to assist with faculty onboarding provide support to the professional development committee and as with inservice program development.
General Human Resources Functions (approx. 10 of time)
  1. Maintain employee personnel and recruitment records in accordance with applicable laws and bargaining agreements protecting confidentiality of records at all times.
  2. Monitor and evaluate existing personnel procedures and policies related to recruitment make recommendations for changes as appropriate and assist the HRD in ensuring compliance with state and federal regulations. Maintain uptodate knowledge of a variety of laws and regulations relating to personnel and employment practices.
  3. Maintain confidentiality of department.
  4. Assist in the overall work of the department by providing back up support as directed.

Required Knowledge Skills and Abilities

REQUIRED QUALIFICATIONS

  • Bachelors degree in Human Resources Business Administration or a related field required. Education requirement may be substituted with an Associate degree in business administration and four 4 years of experience in employee relations or human resources.
  • Minimum of five 5 years of experience in employee relations human resources or a related field.
  • Experience handling investigations conflict resolution and disciplinary processes a must.
  • Experience conducting training sessions required.
  • Knowledge of employment laws including Title VII ADA FMLA FLSA and other relevant regulations required.

Ability to effectively communicate orally with groups and/or individual and deal with peers the public and the community in a positive empathetic and professional manner.
  • Ability to read and interpret federal and state laws college policies collective bargaining agreements human resources professional practices and professional literature.
  • Ability to work effectively and sensitively with individuals of diverse cultural backgrounds perspectives and abilities. Ability to consistently convey a pleasant and helpful attitude by using excellent interpersonal and communication skills to control sometimes stressful and emotional situations. Requires sufficient communication and human relations skills to resolve complaints/issues defuse anger and gain cooperation.
  • Knowledge of the theory practices and procedures of Human Resources including recruitment administration human resources policies and procedures wage and hour laws federal and state employment laws and regulations.
  • Ability and willingness to manage a flexible work schedule with selfdiscipline including travel various hours and possible weekends/evenings as well as work days at other college locations.
  • Ability to receive and process information in a professional sensitive confidential and timely manner.
  • Model and ensure diversity and cultural competency (respect inclusiveness reflecting valuing and welcoming cultural differences) in all position responsibilities regardless of race ethnicity religion gender social class sexual orientation ability nationality age language origin or employment status.
  • Exhibit a high level of computer literacy sufficient to use software such as word processing spreadsheets and databases to produce correspondence documents and reports; including but not limited to Word Excel Access NEOGOV for recruiting and applicant tracking and Jenzabar an integrated college wide information system.

PREFERRED QUALIFICATIONS

  • Masters degree preferred

  • Human Resources Certification through SHRM HRCI or other related organization.

  • Specific knowledge of computer applications utilized within the department currently NEOGOV and Jenzabar.

  • Experience in higher education or public sector preferred

  • Work experience in a union setting

  • Maxient experience a plus

  • Title IX experience and/or training a plus
