DESCRIPTION
This position leads the Human Resources Department in managing all HR functions including but not limited to recruitment hiring civil service testing benefits administration workers compensation policy development risk management and training.
QUALIFICATIONS
Bachelors degree in Human Resources Public Administration Business Administration or a related field required Masters degree preferred.
Minimum of seven 7 years in human resources with at least three 3 years of administrative and management experience.
Extensive knowledge of employment law organizational development civil service regulations and HR best practices.
Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) preferred.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of federal and state employment laws including EEOC Title VII ADA FLSA Wage and Hour Unemployment and Workers Compensation.
Knowledge of Texas Local Government Code Chapter 143 and the administration of civil service hiring promotions and discipline.
Knowledge of principles and practices of public sector human resources management civil service systems and related laws and regulations.
Knowledge of employee benefits programs including healthcare plans FSAs and retirement systems.
Effective verbal and written communication skills.
Skill in building and maintaining effective working relationships with vendors key stakeholders and other City employees.
Skill in organization and leading a team in problemsolving.
Skill in performing independent research and presenting findings.
Skill in developing and implementing HR policies and procedures that align with organizational goals.
Ability to communicate complex HR concepts clearly and persuasively to employees department heads and city leadership.
Ability to develop and implement short and longrange plans.
MAJOR DUTIES
Create and enforce HR policies and procedures in alignment with city regulations and applicable laws (FLSA ADA FMLA etc.. Ensure consistent interpretation and application of policies across departments.
Oversee the Citys civil service system including establishing and administering examinations eligibility lists promotions and disciplinary actions following civil service regulations.
Direct and participate in the development and administration of the Citys recruitment selection performance evaluation and benefits/wellness program.
Serve as primary resource for employees and supervisors in resolving workplace conflicts disciplinary actions and grievances. Conduct investigations when necessary.
Implement and promote professional development programs.
Maintain accurate employee records and oversee HR systems to ensure compliance with legal and recordkeeping requirements.
Partner with city leadership to align HR initiatives with strategic goals.
Monitor and manage workplace safety workers compensation claims and risk mitigation programs.
Manage the departments work plan: assign work activities projects and programs; monitor workflow; review and evaluate work products methods and procedures.
Perform other duties as assigned.
