The Division: Clerk of the Board of Supervisors
The Clerk of the Board of Supervisors Office is a division of the County Administrators Office and is the official record keeper of the actions taken by the Board. The Clerk provides mandated services as required by State statutes or as directed by the Board as follows:
Clerks meetings of the Board of Supervisors Assessment Appeals Board special district bodies related bodies and provides information regarding actions taken.
Codifies the Ordinance Code County Charter and Administrative Code.
Receives and files claims lawsuits and various petitions.
Processes property tax administration matters.
Sets other types of appeals for hearing and processing of planning matters.
Maintains a database of the Boards appointments to County Boards/Commissions.
Researches and drafts Board agenda letters memoranda reports and policies.
Manages the departments budget.
Coordinates and oversees the webcasts of regular board meetings and selected Board Committee meetings.
Directs the issuance of school and other bonds and the receiving opening and awarding of bids for County construction projects.
The Position
This is a single position classification who is responsible for directing and administering the various activities of the Office of the Clerk of the Board of Supervisors which maintains minutes and provides for various administrative and secretarial services for the Board and various advisory boards and commissions.This position is a key member of the County Administrators leadership team.Major responsibilities are identified below:
Assessment Appeals:The Board of Supervisors ensures the equitable valuation and taxation of property in County. The Assessor determines the assessed value of property and the TreasurerTax Collector collects the property tax. When a property owner believes the assessed value is incorrect the property owner can file an Assessment Appeal to dispute the value assigned to real and/or personal property. The Board of Supervisors appoints Assessment Appeals Board members to arbitrate disputes regarding the assessed value of property. The Clerk of the Board of Supervisors:
Provides administrative support for the Assessment Appeals Board/process.
Oversees the filing review processing and scheduling of appeals.
Provides staffing support to appointed members and works with the Assessor and staff to processappeals which have potentially significant financial consequences.
The Assessment Appeals Board members and Clerk of the Board are neutral parties that operate independently of the Assessors Office.
Board and Committee Supportincluding administrative support services to many boards and committees. In this assignment the Clerk:
Manages through support staff the development of agendas.
Prepares and posts agendas in compliance with legal requirements.
Distributes agenda packet material to committee members staff and the public.
Attends and records meetings and prepares minutes and transmittals of committee recommendations to the Board of Supervisors.
Document Managementincluding the:
Supervision of the preparation distribution and compilation of weekly agenda supplemental agendastatements of proceedings and master calendar for the Board of Supervisors and Board Committees.
Maintenance of official records of the Board County Codes and ordinance files as well as the retrieval of information from these records.
Receipt and processing of mail claims against the County and other related activities.
Review of all legal hearing notices postings and mailings in compliance with all legal requirements.
Supervision of the filing and processing of assessment appeal petitions and the scheduling of hearingsbeforethe Assessment Appeals Board.
Supervision of staff composing agendas minutes and letters of actions taken at various County commissions Joint Power Authority Commissions and nonprofit corporations.
Maintenance of the database of the names and terms of the members of various commissions serving the County.
Research and preparation of correspondence and reports with recommendations that provide commissions with information needed for policy determination.
Preparation of press releases as directed.
Preparation of correspondence to the Board Assessment Appeals Board and commissions dealing with sensitive and/or controversial communications.
The Ideal Candidate:
In addition to meeting the minimum qualifications below ideal candidates will have two years of experience responsible for administering and managing the administrative operations within a Clerk of the Board of Supervisors Office at an Assistant Division Manager level or higher or in a similar or related position working with elected officials city councils or public governing bodies. Emphasis of experience should include havingacted as anex officio Clerk of the governing body for a county city other special assessment and taxing districts or a related organization as well as strong analytical written and oral communication skills.
