Under the general direction of the Payroll Manager coordinates and processes Cape Corals Citywide Community Redevelopment Agency and Charter School Authority payroll operations and the associated accounting functions. Processes payroll coordinates personnel records issues and ensures comprehensive and accurate information. Works collaboratively with departments to ensure that payroll transactions are properly accounted for in accordance with governmental accounting practices and policies and in interpreting procedures recording and reporting transactions and preparing payrollrelated financial records and reports. Responsibilities and Reporting During an Emergency Situation: If assigned employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency this may require working around the clock for several days on short notice. SPECIFIC DUTIES AND RESPONSIBILITIESThe intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform jobrelated tasks other than those specifically presented in this and processes all types of payroll compensation payments and analyzes coordinates and reviews information for actual processing and calculation of checks and direct data entry sorts and files additions deletions and modifications to various payroll database creates reviews and analyzes documents for pension payments court ordered support and other payrollrelated and reviews documentation to initiate payment for direct final payroll data to process checks and direct payroll checks direct deposits and reports. Examines and separates for proper distribution for the City Community Redevelopment Agency and Charter payrollrelated check and wire requests with relevant documentation for payment to vendors including IRS Child Support Student Loans Garnishments Pension Union Dues 401 and 457 retirements etc. Reviews creates and documents necessary paperwork to initiate payment of payroll validates and prepares data required to generate payroll and related transactions including verifying or ensuring corrections to payroll submissions by City Departments Community Redevelopment Agency and Charter with all payroll tax related weekly biweekly monthly quarterly and yearend reports and payments. Assists in the preparation of yearend and W2 with all payrollrelated payments through Accounts Payable to the proper vendors and and maintains payroll related spreadsheets and word processing documentsAssesses adequacy of processes to identify process improvements. Develops and recommends any changes and procedures to improve the effectiveness and efficiency of payroll systems and to enhance compliance to inquiries from internal and external auditors the IRS and SUI regarding payroll issues. Responds to questions presented by employees regarding pay benefits hours paid/not paid accruals longevity pension taxes direct deposits workers comp as needed with timekeeper adjustments and the accounting and HR departments with account reconciliations as other related duties as QUALIFICATIONSEducation and ExperienceHigh school diploma/ 5 years of experience in payroll processing and reporting.
