Job purpose
The Team Lead Newcomer Community Services reports to the CoManagers NCS and will coordinate and manage the daytoday operations of the Newcomer Community Services by supporting staff and ensuring the effective delivery of key programs including:
Volunteer Coordination for all IRCCfunded projects
Wellness Navigation
Newcomer Youth Services
Computer and Internet program
Settlement Workers in Schools (SWIS) program
Community Connections Services
These services will be delivered across Durham Region including the Ajax Pickering and Clarington/Oshawa Welcome Centres.

Duties and responsibilities
Using a clientcentred antioppression antiracism traumainformed genderbased analysis plus and strengthbased approaches build relationships and establish rapport with clients and community partners.
Maintain confidentiality and privacy protection measures for all community partners vendors staff and clients.
Foster a highfunctioning team environment that is inclusive harmonious cooperative efficient and productive.
Participate in promoting a positive workplace culture through agency committee membership and departmental activities.
Operational
Coordinate the daytoday operations of Newcomer Youth Services computer and internet program wellness and volunteer services to ensure that programs and services are efficient locally relevant and resultsdriven.
Works with the CDCD Management team other relevant staff and agency partners to oversee the implementation of Wellness Checks Volunteer Coordination and Digital Literacy services ensuring programs meet funding requirements and clients goals.
Assist with the implementation of IRCCfunded programs targets and logic models to meet the mandate and goals of the department funder requirements and CDCDs strategic plan.
Work with the Newcomer Community Services CoManagers to ensure that the organization meets the target numbers for service delivery as stipulated by the funders and implements program objectives and action plans.
Ensure all necessary tools and resources are utilized to operate effectively in a resultsdriven environment.
Effectively handle assigned projects and tasks. Be able to efficiently delegate and organize time to plan execute and complete projects and tasks on specific due dates.
Assist with developing narrative and statistical board and funder reports as required and in a timely manner.
Review workflow with the CoManagers and improve processes to support staff to maintain established service standards and customer service excellence.
Assist with managing programming information such as attendance/signin sheets registration forms permission forms media consent forms client satisfaction surveys and program evaluations.
Maintain and secure client files and data.
Assist with overseeing the implementation of the SWIS program ensuring that newcomer students and their families receive appropriate support to integrate into the school system.
Along with the CoManagers lead the Community Connections program organizing activities that promote social engagement and community integration for newcomers.
Supervise staff to ensure the successful delivery of services in the community local schools and the Ajax Pickering and Oshawa/Clarington Welcome Centres.
Lead and organize program and department meetings jointly with CoManagers monthly.
Participate in frontline duties as necessary.
Represent the organization at community events and meetings to promote programs and services.
Identify community needs and develop programs to address gaps in services for newcomers.
Monitor and evaluate program outcomes preparing reports and making recommendations for improvements.
Perform other duties as assigned.
Programming and Financial Requirements
Ensures program expenses are within program budgets.
Offer input into the annual capital and operating budgets/forecasts and funding sources.
Review and approve staff expense sheets cheque requisitions and purchase orders valued at $500 and less.
Marketing and Promotion
Assist with overseeing the development of promotional materials to build awareness of Volunteer Coordination Newcomer Youth Services computer and internet program wellness volunteer services SWIS and Community Connections services.
Conduct community presentations to promote programs services and volunteer opportunities.
Staffing
Oversee the scheduling and coverage of services at the Welcome Centres and itinerant locations.
Act as the point of contact for staffs lieu time earned lieu time used flex hours vacation and sick leave requests.
Provide leadership and guidance to all staff in the NCS department.
Foster a welcoming and collaborative work environment that encourages continuous improvement and innovation.
Guide motivate and coach frontline staff providing regular feedback and support.
Collaborate with the CoManagers to conduct probationary reviews and develop annual performance plans for team members.
Identify training and development needs facilitating access to relevant learning opportunities.
Coordinate the onboarding process for new team members and participate in their orientation and training.
The job incumbent may be required to perform other duties as assigned.
Additional Requirements
The Team Lead Newcomer Community Services will work out of an office environment and will be required to lift up to 20 lbs.
Prolonged sitting is required.
The Team Lead Newcomer Community Services will need to be flexible in the case of attending evening and/or weekend meetings and events as required.
A valid Ontario drivers license (Class G) use of a vehicle and insurance with the ability to work in a variety of settings.
The successful candidate must provide an acceptable Vulnerable Sector Screening and certificate demonstrating proof of full vaccination against COVID19 prior to commencing employment.
The physical ability to function effectively in an environment that includes both normal office and duties being carried out in an external setting.
Required to travel for training conferences meetings and committee meetings.
Qualifications
Postsecondary degree or diploma in Social Work Community Development Immigration & Settlement Studies Social Services or a related field. Equivalent work experience in a leadership capacity within the sector will be considered.
A minimum of 4 years of experience in settlement services social/community services or outreach programs with at least 3 years in a supervisory or leadership role.
Strong understanding of newcomer and refugee integration needs especially in areas related to youth wellness digital literacy and schoolbased settlement services (SWIS).
Demonstrated success in program coordination including experience with project implementation performance monitoring and ensuring adherence to funder deliverables (e.g. IRCCfunded initiatives).
Knowledge of antioppressive antiracism traumainformed genderbased analysis and strengthbased practices in community service delivery.
Proven ability to supervise coach and support staff and coordinate schedules and service coverage across multiple sites.
Experience in volunteer coordination and community engagement including public speaking and promotional outreach.
Skilled in managing program budgets preparing funder reports and using data to inform program development and evaluation.
Excellent communication conflict resolution and teambuilding skills to foster a collaborative and inclusive work environment.
Comfortable working independently and collaboratively in fastpaced multisite environments including Welcome Centres across the Durham Region.
High level of organizational skills with the ability to manage multiple priorities meet deadlines and delegate effectively.
Proficiency in Microsoft Office digital tools and data management systems used in nonprofit program administration.
