The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resilience Division and Federal Lands Section. Are you someone who loves the outdoors and is passionate about implementing restoration work across Washington States natural landscapes If you want to improve our public places can think creatively and have good practical forestry planning and management skills then this is the job for you. The DNRs Forest Resilience Division is seeking motivated individuals to join the Federal Lands Section a team of expert restoration specialists focused on project implementation across U.S. Forest Service and Bureau of Land Management lands throughout Washington.

As part of this Division and Program you will work alongside a talented cadre of professional planners scientists and implementers providing service to state private and federal partners to increase the resiliency and health of Washingtons forests and urban landscapes. In this position you will be a part of a skilled team of specialists focused on increasing the pace and scale of federal restoration work primarily on the Colville National Forest while supporting other program staff statewide. Working independently and as a team this position will work under the supervision and guidance of the Federal Lands Northeast District Manager. You will complete a broad variety of tasks from commercial (timber sale) project presales and associated contract development and administration to noncommercial hazardous fuel reduction work as well as forest road projects focused on reducing impacts to resources. Through extensive use of the Good Neighbor Authority the Federal Lands Program works in coordination with department staff federal partners and other state and local partners to plan and effectively implement projects that increase forest resiliency.

This positions primary responsibility is to successfully implement restoration projects on the Colville National Forest. This includes layout and contract administration of GNA commercial thinning timber sale projects fuels reduction projects precommercial thinning contracts invasive weeds service contracts and more. This position will also travel to other national forests throughout Washington to support other GNA projects.

The work accomplished under this position directly contributes to the success of forest restoration objectives in Washington State while also generating funding to be reinvested into federal forest landscapes across the state of Washington. Duties will include coordination with the U.S. Forest Service to ensure lead agency objectives are met with a focus on customer service development of collaborative partnerships and identifying and securing additional GNA restoration projects.

Duties

Responsibilities:

  • Lead plan and implement commercial and noncommercial federal restoration projects as the Federal Lands Northeast Unit Restoration Specialist on the Colville National Forest.
  • Organize and coordinate project tasks to ensure the timely delivery of objectives
  • Perform project layout including unit boundary establishment road design timber marking and cruising according to program objectives and relevant state and federal laws.
  • Develop and review restoration project contracts and packets for advertisement and auction.
  • Perform compliance of commercial and noncommercial restoration projects while coordinating with state and federal partners.
  • Review interpret and comply with federal design criteria from NEPA and other relevant state and federal laws.
  • Coordinate with USFS staff and DNR division and region staff to identify suitable projects to be incorporated in the Forests and Programs programofwork.
  • Represent the Departments interests when interacting with private operators purchasers businesses government officials and the public.
  • Supervise a work unit of restoration specialists.
  • Assist other Federal Lands Section personnel with restoration projects statewide.

Qualifications

Required Qualifications:

  • A Bachelors degree in natural resources forestry or a related area of specialty and two years of professional experience in a natural resource program area.
    To include: A minimum of 1 year demonstrated application of theory and principles of Good Neighbor Authority AND 1 year of demonstrated experience applying theory policies principles and practices of the forestry profession (i.e. fundamentals of silviculture of northwest species markets and economics cruising methods sales layout logging methods engineering plant nutrition propagation control reforestation intensive forest practices recreation multiple use inventory water quality watershed management and basic principles of wildlife and fisheries management);
    OR an equivalent combination of education and/or experience.
  • Skills in positive responsive cooperative and collaborative interaction with the public and other professionals (both interorganizational and interdisciplinary).

Special Requirements and Conditions of Employment:
  • Work is performed in a mixture of office/home office locations or field environments. Field work may require walking over steep and rugged terrain and in inclement weather.
  • Position requires travel outside of the region for meetings duty assignments training sessions and fire assignments and includes statewide travel and potential interstate travel. Travel to various meeting locations statewide or interstate is estimated to be 5 of the incumbents time.
  • A valid unrestricted drivers license and two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

    • Knowledge of federal policies and procedures implemented under the USFS and other federal agencies including the National Environmental Planning Act (NEPA) the Agricultural Act ofU.S. Farm Bill) and other federal policies typically associated with the implementation and planning of federal projects.
