Position Information

The skys the limit as you lead Oahu into the future with the
Nations first fully Automated Driverless Urban Light Metro System

Do you have what it takes to leave your mark on the world of multimodal transportation Join Oahus elite transportation planners and engineers in creating a comprehensive multimodal transportation system that focuses around the City and County of Honolulus Skyline the nations first fully automated driverless urban light metro system. As a member of the civil service alongside the Director of Transportation Services you will direct and perform program planning operation and maintenance of the citys multimodal transportation system in accordance with the general plan and development plans and advise on the development thereof with full management oversight and responsibility for multimodal transportation systems operations assets safety security and maintenance matters across all departmental divisions.

Be the face of Skyline by testifying before the City Council State Legislature and other highlevel officials or governing bodies on all Skyline matters including defending the growing annual budget as the semiautonomous agency called the Honolulu Authority for Rapid Transportation works to complete the minimum operable segment towards downtown Honolulu ending at the edge of Waikiki.

Enforce the collection of fares fees rates tolls and other charges for use of any and all modes of the multimodal municipal transportation system and deposit those collections into the city treasury in a fund separate and apart from any other funds of the city. Identify create and recommend new sources of revenue from nonfare sources to provide additional funding for the planning operation and maintenance of the multimodal municipal transportation system.

Represent the Director of Transportation Services and/or the Mayor of Honolulu at meetings forums or events such as Neighborhood Boards and community meetings to provide the community updates with the Citys visions for the Skyline. Together we are theDepartment of Transportation ServicesRail Division rapidly moving Oahu into the future with cuttingedge multimodal transportation system technology.

Special Working Conditions:
  • Will be required to have unescorted access to the Joint Traffic Management Center (JTMC) which requires a preemployment fingerprintbased criminal history record check.

  • May encounter hazards and safety issues while overseeing transit operations and maintenance at facilities or incident sites.

  • May work overtime at night and on weekends to carry out the responsibilities of this position.

  • Is designated as a Disaster Response Worker whose responsibilities may require night and weekend work during natural disasters and other emergencies (e.g. when 24hour staffing of the Citys Emergency Operating Center is activated).

  • Must be willing and able to obtain and maintain a Homeland Security Secret Clearance after hire should it become necessary to carry out the duties and responsibilities of this position.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionallyaccredited college or university with major work in planning engineering architecture public administration business administration or related field of study.

Substitution: Work experience may be substituted for the Bachelors degree on a yearforyear basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a bachelors degree.



EXPERIENCE REQUIREMENT:
Ten years of responsible managerial and supervisory experience in a large public transit organization. * Three years of the required experience must have been at a seniormanagement/executive level.

* In order to be qualifying the overall managerial experience and span of control in the public transit organization must have minimally involved bus and rail and ideally ADA complementary paratransit services and other transportation modes.

Experience must demonstrate the knowledge of:
  • Public transportation modes and systems;
  • Principles and methods of moving people by rail or road including costs and limits;
  • Principles procedures requirements regulations and policies related to large public transportation systems;
  • the organizations impact on the external environment;
  • Financial management and the Citys financial processes;
  • Program budgeting; and
  • Contract administration and oversight.

EMPLOYMENT SUITABILITY:
To determine the selectees employment suitability for the position of Director of Rapid Transit the Department of Human Resources will review criminal convictions dismissals from employment and separations from military service under other than honorable conditions.

FINGERPRINTING REQUIREMENT: This position will have access to the Joint Traffic Management Center (JTMC). Any employee with unescorted access to secured areas and equipment within the JTMC requires a fingerprintbased criminal history record check. Therefore the selectee will be required to be fingerprinted as part of their employment suitability review. The Department of Human Resources will review fingerprintbased state and national criminal history record information from the Hawaii Criminal Justice Data Center and the Federal Bureau of Investigation. The incumbent must also be willing and able to obtain and maintain a Homeland Security Secret Clearance after hire should it become necessary to carry out the duties and responsibilities of this position.
