Job Description

The Position


This is a continuous filing exam. Next filing cutoffs are at 5:00 pm on:

The Highway Maintenance Supervisor class supervises multiple crews of employees performing either 1 a broad range of highway repair and maintenance projects from less complex ones such as moveable bridge operation and maintenance; debris removal; hazardous material removal cleanup and disposal; and the routine maintenance and repair of pavement roadside appurtenances (e.g. culverts ditches shoulder grades sidewalks fences guardrails retaining walls) bridges and landscape areas to the more complex large and multiple maintenance and repair projects involving roads bridges and landscape areas or 2 airfield specific maintenance activities such as cleaning repairing and/or maintaining runways taxiways aprons roadways parking lots storm drainage systems dewatering application area and fencing within the Sacramento County Airport System: Sacramento International Airport Executive Airport Mather Airport and Franklin Field.

Examples of Knowledge and Abilities

Knowledge of

  • Methods materials and equipment used in vegetation and debris removal and in repair and maintenance of pavement roadside and/or airfield appurtenances (e.g. culverts ditches shoulder grades sidewalks fences guardrails retaining walls) bridges and landscape areas up to and including equipment used for mechanical base repair spot paving grinding trench paving etc.
  • The methods and techniques of supervision and training
  • Methods of patching surfacing and resurfacing with concrete and asphalt materials
  • Proper methods of temporary traffic control in accordance with Federal and State regulations to ensure traffic flow and to protect work crews
  • Safety precautions and safety orders pertaining to the work supervised
  • Various computer software applications used in the transportation maintenance field
  • Various office equipment such as computers copiers faxes etc.
  • First aid and CPR
  • Laws and regulations regarding hazardous materials and the illegal discharge of pollutants into the environment
  • Laws and regulations regarding the use storage disposal and reporting requirements of herbicides and pesticides
  • The following subject for positions assigned to airfield maintenance activities:
    • Methods materials and equipment used in cutting painting installing and maintaining traffic signs pavement markings and nonelectrical traffic control devices
Ability to
  • Supervise and train subordinates
  • Organize work and plan schedules to effectively utilize time equipment and materials for complex large and/or multiple maintenance and repair projects
  • Read road bridge and drainage system plans
  • Understand and apply Federal (for example OSHA and FAA) and State laws and regulations
  • Identify various weeds and grasses and their control by herbicides
  • Identify various pests and their control by pesticides or by mechanical means
  • Maintain effective relationships with associates subordinates vendors the public and employees of private and other public agencies
  • Read write and speak English at a level necessary for satisfactory job performance
  • Stay current with technological changes in the transportation maintenance field

Employment Qualifications

Minimum Qualifications

Either:1. One year in a Sacramento County class supervising stormwater utility work.

Or:2. Two years of fulltime experience in a journey level or above class in Sacramento County performing highway maintenance stormwater utility or airfield maintenance work.

Or:3. Two years of fulltime leadworker or supervisory experience in road bridge or landscape maintenance road construction stormwater utility or airfield maintenance work.

Note:The word experience referenced in the minimum qualifications means fulltime paid experience unless the job announcement states that volunteer experience is acceptable. Parttime paid experience may be accumulated and prorated to meet the total experience requirements.

General Qualifications

License Requirement:A valid California Driver License Class C or higher is required prior to date of appointment. Failure to maintain the appropriate valid California Driver License may constitute cause for personnel action in accordance with Civil Service Rule 11.4 or applicable bargaining agreement. Individuals who do not meet this requirement due to physical disability will be reviewed on a casebycase basis.

Certification Requirements:Some positions in this class are required to obtain and maintain the Qualified Applicator Certificate for the application of herbicides and pesticides from the Department of Pesticide Regulation State of California. The Certificate must be obtained within six months of appointment to the class.

Criminal History and Background Check:The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of the Board of Supervisors Resolution No. 82602 Personnel Policies and Procedures and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidates ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The county may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks credit history checks Social Security Number verification professional license/registration verifications military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

Physical Requirements: When working at the maintenance sites instructing employees planning work to be performed or reviewing completed work discussing plans and specifications with contractors etc. incumbents will be required to:

  • Bend stoop kneel and crouch
  • Walk on uneven surfaces
  • Climb into and out of roadside ditches
  • Use ladders to access trenches etc. and climbs stairs at bridges etc.
  • Lift and carry 60 pounds without assistance
  • Use fall protection at bridges
  • Drive for periods up to one hour toworksiteswithin the County
Individuals who are unable to pass some of the above physical requirements due to physical disability will be reviewed on a casebycase basis.

Working Conditions:
  • Work outside in all types of climatic conditions including inclement and very hot weather
  • Work around dust dirt noise contaminated and noncontaminated water chemicals machinery and equipment with moving parts moving repair and maintenance vehicles traffic fumes and/or odors

Shift Weekend and Holiday Work:All employees in this class will be subject to working night shifts weekends holidays overtime and oncall.

Probationary Period

The probationary period for this classification issix 6months.

FORMULA RATE EXAMINATION (Weighted 100


All candidates meeting the minimum qualifications by the cutoff date will have their Supplemental Questionnaire scored in the Formula Rate Examination.


This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.


All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
