The Washington State Ferry (WSF) system is a crucial part of Washingtons transportation network connecting communities across Puget Sound and the San Juan Islands. With over 400 daily sailings on 10 routes it serves nearly 17 million passengers annually. WSF employs more than 1800 people who work on vessels at terminals in maintenance and at its Seattle headquarters.


The Opportunity

WSDOT is currently seeking a Scoper and Estimator Transportation Engineer 4 to help fulfill the scoping and estimating functions for Terminal Engineering at its Seattle headquarters. Terminal Engineering owns and operates marine and landbased assets at 19 ferry terminals throughout the Puget Sound and Eagle Harbor Maintenance Facility on Bainbridge Island. This position will help WSF Terminal Engineering build its budget. All projects need to have a welldefined scope schedule and budget. This position will help in achieving that for the capital projects at a scoping level. This position will also help with other cost estimating needs related to active design projects in Terminal Engineering.


In addition to scoping and estimating this position will also help in other project controls functions such as acting as the Ebase administrator. This position will also serve as PS&E reviewer for projects as needed maintain and update special provisions and on occasion assist the Design Engineering team in civil design.


What to Expect

Among the varied range of responsibilities held within this role you/the Scoper and Estimator will:

  • Estimate unit costs biditem costs standard item costs and other workitem costs for Terminal Engineering program.
  • Develop maintain and update estimating tools used in Terminal Engineering.
  • Support project teams to develop/review project cost estimates at various stages of design and for various delivery methods as needed.
  • Preform and/or assist in risk analysis and risk estimates for capital projects as needed.
  • Develop maintain and update scoping forms and procedures in compliance with WSDOT standards.
  • Identify projects for scoping to support biennial budget development and meet asset management needs.
  • Provide technical expertise and assistance to other staff and consultants regarding policies procedures and methods related to scoping.
  • Review and update Regional General Special Provisions as needed.
  • Support the design and development of AD ready PS&E packages for small scale civil design projects.
  • Review PS&E packages and provide guidance as needed for Project Managers.


Qualifications

To be considered for this opportunity the following are required:

  • Two 2 years of experience as a Transportation Engineer 3 Transportation Planning Specialist 3 Bridge Engineer 3 or equivalent experience such as a lead design engineer or construction inspector.
  • Four 4 years of experience with estimating techniques and procedures in construction projects.
  • Two 2 years of experience working in project development and delivery.
  • Ability to read and interpret project plans and specifications.
  • Advanced knowledge of applications such as MS Excel MS Access and applications for drafting.
  • Must be detail oriented and be able to work in a multidisciplinary team environment working under tight deadlines.
  • Communicate clearly and professionally with diverse groups and individuals both verbally and in writing.
  • Ability to travel and stay overnight.
  • Ability to organize and prioritize projects and assignments.


It is preferred that qualified candidates also have:

  • Bachelor of Science degree in Civil Engineering Construction Management or related Engineering field.
  • FE License or the ability to obtain one within 12 months after hiring.
  • Experience working in Ebase.
  • Experience with multiple project delivery methods.
  • Certified Cost Professional or a Certified Estimating Professional.
  • Experience with WSDOT program management tools such as TEIS CPMS and Primavera P6.
