Overview
The Clinton Health Access Initiative Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in lowand middleincome countries. We work at the invitation of governments to support them and the private sector to create and sustain highquality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of lifesaving and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades CHAI has expanded its focus. Today along with HIV we work in conjunction with our partners to prevent and treat infectious diseases such as COVID19 malaria tuberculosis and hepatitis. Our work has also expanded into cancer diabetes hypertension and other noncommunicable diseases and we work to accelerate the rollout of lifesaving vaccines reduce maternal and child mortality combat chronic malnutrition and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health digital health and health financing. With each new and innovative program our strategy is grounded in maximizing sustainable impact at scale ensuring that governments lead the solutions that programs are designed to scale nationally and learnings are shared globally.

In India CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States levels on an array of high priority initiatives aimed at improving health outcomes. Currently WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS Hepatitis tuberculosis COVID19 common cancers sexual and reproductive health immunization and essential medicines.

Project Background:
With the objective of reducing maternal child and overall mortality from hypoxemia related cases WJCF under the guidance of health departments in the states of Madhya Pradesh (MP) Chhattisgarh and Punjab is supporting initiatives to strengthen prevention and diagnosis practices and improve the supply and use of highquality oxygen services. To that end the Essential Medicines and Oxygen (EM&O2 program focuses on the following key elements:
- Effective planning and strategies to manage oxygen systems
- Affordable efficient and highquality oxygen procurement and distribution systems
- Improved clinical administration and technical management of oxygen
- Improved information systems and monitoring for oxygen access
At the national level WJCF is supporting the Ministry of Health and Family Welfare (MoH&FW) to coordinate with the state health leadership to ensure availability and access to oxygen and build human resource capacity on use and administration of oxygen. The Program supports the state health and facility level leadership to strengthen governance structures ensure optimal maintenance and upkeep of oxygen assets and build capacity for management of assets and provision of clinical care. Through this support WJCF expects to ensure prevention early diagnosis and timely access to high quality medical oxygen to manage hypoxemia cases in conditions such as pneumonia maternal neonatal and paediatric care acute or seasonal respiratory ailments at intensive and highdependency units and for trauma / emergency care while ensuring adequate preparedness to manage surge of Covid19 cases.
Position Summary:
The Manager EM&O2 will collaborate closely with the Program Leader to drive strategic initiatives and oversee program implementation across multiple states. The role involves developing comprehensive strategies managing diverse teams and engaging with key stakeholders to expand equitable access to medical oxygen through systematic improvements. Based in Delhi this position will lead a highperforming team focused on achieving critical access goals while reporting directly to the Program Leader. The Manager will be responsible for portfolio growth and building sustainable solutions for lifethreatening conditions through robust healthcare system enhancements.

Responsibilities
1. Strategic Program Leadership and Development
- Cocreate and monitor the strategic direction of the EM&O2 program ensuring equitable access to essential medicines and strengthening public health systems through governmentled initiatives.
- Build the program implementation capacity within the team ensuring alignment with WJCF policies and responsiveness to government and donor needs.
- Develop insights on key program goals focus areas (e.g. prevention diagnosis access health systems strengthening) and geographies contributing to program effectiveness.
- Drive fundraising and business development efforts by leading grant writing proofreading and desk reviews of proposals.
- Work with leadership to identify new areas for expansion and strengthen the programs scope to deliver impactful results.
- Assist in resource mobilization ensuring donor proposals reflect the scale of impactful initiatives and WJCFs mission.
2. Processes Project and Financial Management
- Guide the development and regular updating of the programs results framework operational plans risk registers and other key process documents to ensure effective .
- Oversee the planning tracking and reporting of program budgets in compliance with donor and WJCF requirements.
- Lead collaborative decisionmaking around resource allocation ensuring prioritization is evidencebased and focused on achieving transformational impact.
- Collaborate with operational teams and finance liaisons to maintain budgetary oversight and ensure financial sustainability.
3. Stakeholder and Relationship Management
- Cultivate and maintain strong relationships with key governmental entities donors NGOs and health service delivery points.
- Engage with government program managers to align and ensure buyin across all programmatic activities.
- Build trustbased relationships with senior government stakeholders particularly within the Ministry of Health and Family Welfare (MoHFW) and key program partners.
- Lead the development of crossprogram collaborations conceptual linkages and knowledgesharing in a resourceconstrained and rapidly evolving context.
- Maintain a stakeholder matrix and guide teams on navigating complex stakeholder relationships effectively ensuring positive influence and collaboration.
4. Strategic Communication and Knowledge Sharing
- Provide regular updates to internal and external stakeholders on program progress challenges and successes through reports and presentations. Guide regional leads in replicating these communications for their local stakeholders.
- Develop communication approaches and materials aligned with WJCF policies to effectively influence decisionmaking across relevant audiences.
- Represent WJCF at highlevel meetings workshops and conferences both nationally and internationally showcasing program success and lessons learned.
- Lead knowledge management efforts promoting best practices and lessons learned at national and global convenings.
5. People and Team Management
- Foster a collaborative and innovative environment building team resilience creativity and adaptability in program .
- Mentor team members providing guidance constructive feedback and career growth opportunities to support professional development.
- Lead recruitment and capacity building for new and existing team members ensuring alignment with organizational goals and programmatic needs.
- Develop and maintain feedback mechanisms to ensure effective team performance and address programmatic and performance issues proactively.
- Identify and manage programrelated risks escalating issues as necessary and drive risk management exercises that promote emotional intelligence and team selfawareness.
6. Technical Expertise and Problem Solving
- Develop subject matter expertise among program leads ensuring deep knowledge of program principles and fostering a culture of knowledge sharing.
- Support evidenceinformed initiatives including hypothesis testing research and grant proposal development ensuring alignment with WJCFs mission and donor requirements.
- Lead the development of critical thinking and problemsolving skills within the team especially in navigating unexpected challenges.
- Provide strategic insights at technical working groups highlevel meetings and conferences representing WJCF as a seniorlevel expert.
- Perform any other duties as requested by the program leadership ensuring smooth operations and alignment with overall organizational goals.
Qualifications
- Bachelors degree or higher in business administration management sciences public health development studies public policy or related fields.
- At least 8 years of experience in a demanding result driven environment in the private or public sector with increasing levels of responsibility and leadership.
Skills & Traits:
- Proven track record in successfully managing projects cultivating relationships and coordinating the interests of diverse stakeholders.
- Expertise in navigating complex processes and driving collaborative decisionmaking balancing multiple perspectives with professionalism and tact.
- Exceptional communication skills both oral and written in English and Hindi with the ability to craft compelling presentations and detailed reports to influence and engage stakeholders.
- High emotional intelligence demonstrating patience empathy and thoughtful leadership even in highpressure or stressful situations.
- Strong organizational skills with the ability to work autonomously prioritize effectively and manage multiple tasks and deadlines simultaneously.
- Willingness and flexibility to travel extensively both within and outside program states and districts to ensure program success and stakeholder engagement.
Preferred:
- Prior experience of working in management consulting and/or public health especially governance systems strengthening financing and /or management of operations at sub national level or similar fastpaced outputoriented environments.
- Strong experience of multistate team management and engaging with government officials and multilateral organizations.
- Knowledge of health systems strengthening and/or development/social sector consulting experience.
