Job Description

GENERAL RESPONSIBILITIES

Reporting directly to the Superintendent the Deputy Superintendent of Operations is an experienced manager and leader accountable for the TMSA Public Charter Schools developing strategy and business plan for the delivery of high performing operational services and for capacity building required to support TMSA Public Charter Schools current scale and future expansion and for the financial sustainability and public compliance of the organization. The Deputy Superintendent oversees the growth strategy for TMSA Public Charter Schools and leads work to define and deliver on services the central office provides to TMSA schools. The Deputy Superintendent will define schoolbased operational excellence for TMSA Public Charter Schools and will manage others to ensure the schools achieve such excellence. The Deputy Superintendent serves as a thought partner to the Deputy Superintendent sits on the TMSA Executive Leadership Team manages a team of operations professionals and works closely with the board and school leaders to ensure TMSAs success impact sustainability and growth.

QUALIFICATIONS

  • Minimum of a Masters Degree in Educational Leadership or a related field
  • Minimum 5 years of management experience with success overseeing the following functional areas: finance human resources public relations risk management facilities and general operations.
  • Charter School management experience is strongly preferred.

DUTIES AND RESPONSIBILITIES:

PEOPLE MANAGEMENT & DEVELOPMENT

  • Build and lead a human assets infrastructure in which processes systems and practices are grounded in a universal commitment to assetsbased talent development.
  • Lead the Talent team to implement and refine rigorous processes for attracting developing and retaining talent.
  • Oversee a comprehensive organizationwide performance management process and work closely with managers to ensure flawless delivery.
  • Coach and develop managers throughout the organization; ensuring they have the people management and development skills needed to be bestinclass managers.
  • Design and operationalize internal leadership pathways and succession planning.

FINANCE AND OPERATIONS

  • Drive operational excellence across all departments including Human Resources Finance Public Relations and Communications Facilities Compliance and Risk Management Transportation and Food Service
  • Collaborate across departments and schools to develop the systems processes and services that result in financial health and scalable effective support for schools
  • Support datadriven decisions and management across the organization by leading the reporting against complete financial and operational metrics.
  • Manage risk by overseeing financial and operational compliance matters and support managers across the organization in doing so for their departments.
  • Oversee staff managing TMSA Public Charter Schools federal and state grants to ensure grants are secured allocated budgeted tracked and in compliance. Identify new Federal and Private grant opportunities and corporate partnerships

COMPLIANCE AND RISK MANAGEMENT

  • Ensure compliance systems staffing and tools are in place for annual and charter cycles such that TMSA Public Charter Schools complies with all federal state and local legal and regulatory requirements to ensure no damage to student and staff welfare financials ability to operate and grow or reputation.
  • Implement districtwide safety and security protocols to ensure a safe environment for schools.
  • Evaluate the effectiveness of school safety and security programs develop plans procedures and objectives to facilitate and improve safety and security
  • Lead districtwide management of legal affairs insurance and other risk management strategies.

FACILITIES & REAL ESTATE

Manage TMSA Public Charter Schools real estate portfolio ensuring facility solutions and plans are in place to achieve growth while integrating mission finance development and facility perspectives.

TRANSPORTATION AND FOOD SERVICES

Ensure schoolbased staffing systems and vendors are in place for transportation and food programs with timely reliable safe onbudget and fully compliant delivery of services.

ADDITIONAL DUTIES AND RESPONSIBILITIES

  • Travel between Raleigh Greensboro and Charlotte is required
  • Extended work hours will be necessary to accommodate travel
  • Follow all Board policies
  • Maintain confidentiality of all student parent and staff information

PROGRAM EVALUATION

Complete an evaluation to assess the operational needs of TMSA Public Charter Schools; review annual reports to evaluate the effectiveness of the operational services; develop analyze and distribute the results of annual evaluations to the schools leadership team and the Superintendent

COMPLIANCE

Maintain excellent records of all operational services and activities reports surveys evaluations funding annual program evaluations and communications; ensure TMSA schools and districts operations remain in compliance with all state and federal guidelines; stay informed of the most current operational requirements.

PROFESSIONAL DEVELOPMENT

Take part in professional learning opportunities at the local regional and/or state level with proper authorization; attend all local meetings and training related to School Operations; share ideas and experiences with school or district staff leadership team and/or other operational services professionals
