Overview:

We are seeking a highly organized and detailoriented Program Outreach Manager to oversee the successful and regulatory alignment of our apprenticeship programs. This role is responsible for managing program operations ensuring full compliance with federal state and local labor standardsincluding prevailing wage and Inflation Reduction Act (IRA) requirements.

The ideal candidate will combine strong program management with a passion for workforce development. In addition to ensuring accurate reporting and regulatory conformance this role serves as a liaison between operational teams job sites and external stakeholders by engaging presentations aimed at promoting our programs and building strong partnerships.

This position requires fluency in Spanish and the ability to travel approximately 20 of the timeup to 3 days per monthfor site visits and events.

Location:Remote (Preferred Time zone: CST PST or MST)

Responsibilities:

Program Management:

  • Oversee apprenticeship programs ensuring compliance with federal state and local regulations and industry standards
  • Monitor program outcomes to ensure alignment with performance goals and compliance requirements
  • Stay updated on apprenticeship trends and best practices to implement innovative strategies
  • Assist with Apprentice Interviews and orientation.

Compliance and Reporting:

  • Review all positions and equipment at each job site to ensure alignment with prevailing wage trade descriptions. Monitor and maintain compliance with conformance requests and escalate issues as needed for the submission of additional positions or wage adjustments to the Department of Labor
  • Ensure all projects maintain compliance with IRA (Inflation Reduction Act) apprenticeship requirements.
  • Manage weekly reporting of site hours for IRA compliance
  • Audit wages SDLP and trade classifications prior to payroll processing
  • Identify customer service trends and collaborate with operational teams to address them
  • Audit prevailing wage payroll to verify compliance with job classifications and apprenticeship program ratios. Review payroll corrections against certified payroll records to ensure all adjustments have been processed accurately and in a timely manner
  • Liaison Role Acts as a point of contact for clients and site management teams.
  • Deliver compelling presentations speeches and informational sessions to promote company initiatives programs or services.
  • Tailor messaging for various audiences including potential recruits stakeholders clients and community groups.
  • Support planning and logistics for events including setting up displays managing handouts and coordinating schedules.

Qualifications:

  • Bachelors degree or equivalent relevant work experience
  • 1 3 years of experience in Audit prevailing wage payroll
  • Experience with compliance programs registered apprenticeship programs (RAPs) or IndustryRecognized Apprenticeship Programs (IRAPs) and public works or prevailing wage projects is preferred
  • Familiarity with OSHA certifications construction or renewable energy sectors
  • Strong project management and organizational skills
  • Familiarity with Inflation Reduction Act standards and related apprenticeship requirements
  • Experience developing administrative policies and procedures
  • Proficiency in Microsoft Office (Word Excel Power BI) with data analysis modeling and reporting skills.
  • Knowledge of office practices procedures and equipment
  • Strong interpersonal and communication skills with the ability to engage with diverse internal and external audiences
  • Ability to manage confidential information with the highest degree of professionalism
  • Tact and judgment in negotiations with individuals at all levels both within and outside the organization
  • Ability to comprehend and communicate complex technical concepts effectively
  • Knowledge of Spanish required.

Salary Range:

The salary for this position is anticipated to range between $56000 and $85000 annually plus eligibility for incentive pay subject to plan terms.

Pay is based on qualifications necessary for the position including experience training and other considerations permitted by law. We consider qualified applicants with arrest and conviction records in accordance with applicable law.
