Job Description

Position Description

The Recovery Coordinator is responsible for the development implementation and socialization of Harris Countys recovery plans and initiatives. These plans and initiatives will create a whole community recovery framework that helps to centralize communications with partners standardize procedures and best practices smoothly incorporate new organizations foster equity and diversity throughout the disaster continuum reduce duplicative efforts and coordinate federal state and local recovery resources and programs.


Duties and Responsibilities:
  • Manage the development implementation and socialization of Harris County recovery plans and other planning documents.
  • Serve as the Recovery Manager when activated and implement the Countys recovery coordination structure.
  • Develop and maintain partnerships with community recovery stakeholders to ensure a successful and coordinated recovery process.
  • Advocate for impactful changes to legislation programs and standards to transform the recovery ecosystem to better serve residents.
  • Serve as a subjectmatter expert on several local and regional committees and workgroups to foster greater collaboration and promote collective resilience.
  • Develop and provide presentations to organizations businesses and the public on preparedness recovery and resiliency.
  • Identify existing recovery best practices documents refine them and share documents with the community through ReadyHarris.
  • Respond to the EOC as requested and fill a role in the Incident Command System during emergency or disaster situations.
  • Participate in the HCOHSEM OnCall Program.
  • Perform other duties and special assignments as assigned.

Requirements

Education and Experience:

OR
  • Associates degreefrom an accredited college or universityand
  • Seven 7 years of progressive experience.
OR
  • High School Diploma or G.E.D. equivalent from an accredited educational institutionand
  • Nine 9 years of specialized work experience.

Knowledge Skills and Abilities:
Demonstrate a working knowledge of:
  • Best practices management principles methods and practices;
  • Federal State and County laws and regulations affecting emergency management and recovery operations and the ability to interpret and apply them correctly;
  • Nonprofit and faithbased organizations role in disaster recovery work experience for nonprofit agencies;
  • Knowledge of the organization operation and policies of County government.
Demonstrate:
  • Excellent communication skills (both written and verbal) with the public government officials emergency responders community partners and others;
  • Effective work habits and relationships including the ability to work as part of a team or independently and the ability to accomplish complex tasks simultaneously;
  • Ability to speak extemporaneously on a broad variety of Countyrelated emergency management and recovery issues;
  • A high level of interpersonal skills to develop and maintain effective working relationships with government officials and other emergency response and recovery partners the media and the general public.
  • Ability to function effectively as a member of the Command and General Staff in accordance with National Incident Management System (NIMS) protocols during emergency or disaster situations.
  • Work effectively in suddenly changing work conditions and assignments including extended periods under high levels of stress in adverse conditions and independent from routine chain of command or communication systems.
  • Maintain necessary physical abilities to perform required job functions. Position requires standing walking sitting climbing bending/stooping kneeling/squatting reaching talking hearing lifting carrying pushing/pulling heavy objects ability to lift up to 10 pounds.
  • Operate a motor vehicle radio telephone computer and other office equipment.
  • Attend and participate in extended meetings for up to 16 hours per day with routine breaks.
  • Complete NIMS (National Incident Management System) training classes within the first year of employment.
Licensure:
  • Valid drivers license.
