The County of Stafford is seeking a highly skilled and experienced Information Technology Disaster Recovery and Business Impact Assessment Subject Matter Expert (SME) to lead support and refine the Countys disaster recovery and business continuity capabilities. This role will be responsible for developing and maintaining IT Disaster Recovery Plans (DRPs) conducting Business Impact Assessments (BIAs) and advising County departments on best practices to ensure operational resilience in the face of disruptions.
Key Responsibilities:
Lead the development implementation and periodic testing of the Countys IT Disaster Recovery Plan in coordination with IT Emergency Management and departmental stakeholders.
Conduct Business Impact Assessments (BIA) across departments to identify critical systems processes dependencies and acceptable downtime thresholds.
Collaborate with department leaders and technical staff to gather data and validate recovery time objectives (RTO) and recovery point objectives (RPO).
Maintain up-to-date documentation for DRPs BIAs and continuity strategies aligned with NIST FEMA or state-level emergency preparedness frameworks.
Facilitate tabletop exercises scenario planning sessions and post-incident reviews to validate and improve plans.
Provide subject matter expertise during continuity planning audits system changes or incidents that impact critical services.
Ensure DRP and BIA programs meet compliance requirements (e.g. CJIS HIPAA FISMA) and align with the Countys cybersecurity and IT governance standards.
Develop and deliver training and awareness programs to County staff regarding DR and BIA processes.
Coordinate with external partners service providers and government agencies on continuity-related activities.
Qualifications :
Minimum Qualifications:
Bachelors degree in Information Technology Emergency Management Business Continuity or a related field.
Minimum of 5 years of experience in IT disaster recovery business impact assessment or business continuity planning.
Experience working in or with government agencies preferably at the county or municipal level.
Proficiency with DR/BIA frameworks such as NIST SP 800-34 ISO 22301 or equivalent.
Knowledge of enterprise IT systems cloud environments and cybersecurity principles.
Preferred Qualifications:
Professional certifications such as:
o Certified Business Continuity Professional (CBCP)
o Certified Information Systems Security Professional (CISSP)
o Certified Disaster Recovery Engineer (CDRE)
o NIMS/ICS training or FEMA COOP certification
Familiarity with tools used for DR/BC planning (e.g. Fusion Framework Archer BCM or similar).
Excellent analytical documentation and communication skills.
Experience conducting impact and risk assessments in complex IT environments or similar relevant certifications or specific experience.
Work Environment & Conditions:
Work may be hybrid with in-person attendance required for meetings exercises or incidents.
Role may involve occasional after-hours response during emergency situations or continuity events.
