The Montana Department of Transportation (MDT) is recruiting for a Utilities Engineering Manager. The position performs administrative supervisory and complex technical work in managing the Utility Section. The position is responsible for planning directing and monitoring Utilities for statewide projects; administering section operations; and performing a variety of other duties as assigned.
The position reports to the ROW Bureau Chief and supervises two positions 2.0 FTE) within the section. Overall supervision of the Section includes a total of 9 FTEs. The position is the liaison between Headquarters and the District Offices to provide oversight and compliance responsibilities throughout 5 Districts with Utility Agents in each District.

- Bachelors degree in Civil Engineering Electrical Engineering Mechanical Engineer Business Administration or a related field.
- Five 5 years of experience in Utilities or an Engineering related field.
- Three 3 years of supervision experience.
- Any combination of additional related work experience and education equivalent to the minimum qualifications.
Knowledge Skills and Abilities:
- Extensive knowledge of concepts theories principles and practices of highway design and construction utility/railroad design specifications and accounting procedures.
- Knowledge of State and Federal laws and regulations pertaining to utility/railroad relocations. Considerable knowledge of negotiation principles and techniques and laws relating to preparation of engineering contracts.
- Ability to manage several diverse programs and provide effective program administration; to establish Section priorities and goals to meet MDT mission and objectives.
- Ability to develop rules standards policy and procedures to regulate utility/railroad operations interpret complex legal documents and agreements.
- Ability to establish and maintain effective relationships with other agencies and the public.
- Ability and skilled to communicate effectively verbally and in writing.
