THE ROLE
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Reporting to the AED for Programme Operations (PO) Staffing Coordination and Capacity Service (POS) collaborates with Country Regional Division and Service Directors as well as HR and other functional staffing coordinators to streamline talent management across Programme Operations functions ensuring optimal staffing: aligning the right people with the right roles and right skills to support workforce management and capacity development.
POS covers all functional areas related to Programme and Operations including Aviation Aviation Safety Budget & Programming Emergency Food Technology Knowledge Management Logistics Monitoring Nutrition Operational Information Management & Performance Reports Procurement Programme & Policy Shipping Supply Chain Vulnerability Analysis & Mapping.
POS Staffing Coordinators are key in coordinating staffing needs supporting workforce planning managing recruitment and offering career guidance and feedback.
About the position
WFPs greatest strength is its dedicated people working tirelessly around the world to reduce hunger often under difficult conditions where security threats and risks to personal safety are considerable. The global context in which WFP operates is rapidly changing which means the need for effective people management is becoming important than ever before. WFP must nurture develop and recruit a workforce that can move between different roles. While some staff are specialized in certain technical areas all PO staff in WFP should possess the core knowledge competencies and experiences necessary to perform effectively across operational strategic and policyrelated functional areas.
Internationally recruited shortterm employees play important roles in filling human resource and skills gaps as well as providing operational support to WFPs mission Saving Life and Changing life. POS aims to broaden its understanding and visibility of global Programme Operations workforce as part of the ongoing larger functional efforts to build on internal knowledge and effectively support field operations with the right people and the right skills to further our organizational objective.
The Programme Policy Officer will be a member of the PO Staffing Coordination team to augment POSs capacity to provide talent management support for Programme Operations functions globally. The team is led by the Staffing Coordinator who reports to Chief POS. POS reports directly to the Assistant Executive Director of Programme Operations Department.
The Programme Policy Officer will closely work with the Programme Operations relevant staff and HR to coordinate the collection of data viewpoints and insights and identification of key stakeholders for consultation throughout the talent management and workforce planning processes.
S/he will support development of corporate knowledge of the existing pool of National Officers and international recruited shortterm employees in the Programme Operations functions. This will allow POS to learn about the Programme Operations functions global workforce more proactively and to identify where specific investments and tailored capability development opportunities will have the greatest impact.
KEY ACCOUNTABILITIES (not allinclusive within delegated authority):
Support operational/technical activities of the Programme Operations Strategic Workforce Planning; Facilitate collection of information viewpoints and insights on workforce provision of key functional documents and identifying key stakeholders for consultations; Coordinate data collection and validation activities e.g. workforce supply data skill info industry roles mapping programme criticality assessment demand drivers forecast assumptions & future scenarios gap closing action for the strategic work plan in close collaboration with the project focal points and HR counterpart; Facilitate the review and validate key presentation materials Act as the POs Staffing Coordination team focal point to HR Analytics & Reporting teams (HRMOI); Conduct regular and ad hoc analysis of the global PDs workforce highlighting the workplace trends profiles geographical spreads turnover retirement help informed decisions; Build on existing systems/develop tools to establish an indepth knowledge of workforce profile skills knowledge experience and professional development aspirations; Provide general support to the PO Staffing Coordinators and perform other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
QUALIFICATIONS AND EXPERIENCE
Education: Advanced university degree in Economics Agriculture International Affairs Business Administration Social Sciences Development Studies or a field relevant to international development assistance.
At least 5 years of postgraduate progressively responsible professional experience in international humanitarian or development work or other related fields; Experience in a variety of context and programmes is desirable; Direct field experience as a WFP National Officer will be an advantage.
Solid knowledge of humanitarian programme and/or policy work; Resourcefulness initiative maturity of judgement and tact; Strong written and oral communication skills; Strong analytical and negotiating skills; Good action management skills with ability to establish priorities and to plan coordinate and monitor own work plan and meet deadlines; Excellent interpersonal skills with ability to work in a team and establish effective working relations with people of different national and cultural backgrounds; Proven capability to handle confidential and sensitive information.
Language:
Fluency in English is required;
Intermediate knowledge of another official UN languages (Arabic Chinese French Russian or Spanish) or Portuguese (one of WFPs working languages) is an advantage.
