BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the worlds largest humanitarian agency fighting hunger worldwide. We are seeking to fill the position of Protection Officer Humanitarian Crisis and Transitions based at our Headquarters in Rome Italy.
WFP is wellknown for its ability to deliver food assistance rapidly to people in need. In order to respond effectively in the challenging contexts in which WFP operates members of personnel require sound knowledge of the fundamentals of programming as well as skills in specialized areas such as humanitarian access protection accountability to affected populations (AAP) and conflict sensitive programming.
After the adoption of the 2020 WFP Protection and Accountability Policy it is timely to flesh out how it will be operarionalised. Institutionally WFP needs to familiarize itself with what are protection outcomes the measurement of these outcomes and WFPs contribution to them.
Under the overall supervision of the Team Leader for Protection the Protetcion Officer will undertake the following duties:
ACCOUNTABILITIES/RESPONSIBILITIES:
1.
Lead on operational programming research;
2.
In 23 country contexts identify 13 commonly occurring risks which relate to access to food and food security for example: 1 armed actors carrying out acts of violence at food distributions; 2 destruction of civilian property/livelihoods assets by parties to conflict and the indirect and reverberating effects on food security; 3 lack of freedom of movement and/or forced population movements and set an objective to experiment and learn from how to approach risk reduction and measurement of results and outcomes.

In select countries conduct continuouscontext specific protection analysis; cultivate multisectoral and multidisciplinary strategies and partnerships; use outcomeoriented methods.
4.
Develop and/or adapt planning and measurement methods and tools for these risks and contexts
5.
Document lessons and then systematise good practice by extrapolating learning for application to other protection risks and country contexts
6.
Support the preparation of a implementation budget for the WFP protection and accountability policy
7.
Support the roll out at the field level of the WFP protection and accountaility policy
8.
Establish partnerships where required to advance WFPs measurement of protection outcomes
9.
Support in emergency programming including participating in operational task forces for L2 and L3 emergencies.
10.
Support fundraising activities.
11.
Deliver other (rational) duties as required particuarly if the team is required to focus on the prevention of SEA

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree (Masters degree or equivalent degree) in political science social science international studies or a related field is required. A firstlevel university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
At least 8 years of postgraduate progressively responsible professional experience in international humanitarian or development work or a related field with specific experience on protection. This should include experience working in crisis or postcrisis contexts.
Knowledge & Skills:
Solid understanding of WFP programming
Complementary protection programming experience is an asset as is previous experience working on policy implementation guidance and training development.
Previous UN experience preferably with WFP is highly desirable.
Demonstrated strong analytical and writing skills;
Ability to write in an engaging and informative manner and conceptualise and clearly synthesise information;
Ability to work on short time lines under pressure and managing multiple priorities simultaneously with minimal supervision;
Initiative enthusiasm creativity and flexibility with excellent interpersonal skills and team spirit.
Experience in the field of sexual exploitation and abuse prevention
Languages:
Fluency in English is required; knowledge of another UN language is strongly desirable.
