Position Description

The Energy Policy Coordinator Resilience serves as a key member of the Governors Energy Office (GEO) and will provide project coordination support and analysis on a wide variety of energy topics that come before the office. The GEO is the designated state energy office and serves as the primary advisor to the Governor on energy issues. The GEO seeks to advance energy solutions that are clean affordable and reliable for the benefit of all Maine people.

This position is responsible for coordinating and supporting the offices efforts related to energy resilience and grid modernization that is needed to meet Maines energy and climate objectives and ensure affordable reliable and cleaner energy. The work will include coordinating the administration of federal funds and administering programs contributing to policy and regulatory initiatives stakeholder engagement and providing analysis and advising the office on related topics. This will include supporting the offices engagement with Maines utilities the Maine Public Utilities Commission the U.S. Department of Energy and other related organizations.

Work will also include supporting a variety of topics needed to meet Maines goals including data and information access grid modernization and expansion microgrid deployment energy storage deployment utility regulation and engagement load management regional and local electricity trends reliability and resiliency trends and potential changes in law and regulation.

JOB TASKS

  • Coordinate and administer state and federal funds administered by the GEO related to grid modernization and resilience including competitive Grid Resilience and Innovation Program funds and Grid Resilience Grant Program (federal 40101d formula funding).
  • Develop and implement programming and other initiatives to advance energy resilience in coordination with GEO and external partners.
  • Support the GEOs engagement in the Public Utilities Commission proceedings on related issues with an emphasis on ensuring electric system resilience reliability and modernization.
  • Coordinate and support efforts around special projects and energy policy studies that seek to meet legislative requirements or priorities of the GEO.
  • Coordination and management of processes involved with contracting vendor engagement and on-going operations.
  • Represent GEO before myriad organizations and interests including the energy industry associations advocates utilities businesses and others.
  • Advise on communications and policy strategy including drafting policy recommendations and briefing memorandums.
  • Lead or support efforts related to seeking additional funding as needed for related efforts.
  • This work will include collaborating closely with other GEO and state agency staff as well as other duties as assigned.

KNOWLEDGES SKILLS AND ABILITIES REQUIRED:

  • Excellent analytical and research skills
  • Experience with grant or program management
  • Familiarity with grid modernization smart grid and power sector transformation efforts
  • Familiarity and ability to utilize various data sets (EIA etc.)
  • Strong communications and writing skills and ability to communicate effectively with both internal and external audiences
  • Strong interpersonal skills and ability to work as a member of a diverse and inclusive team.
  • Strong organizational skills including project and task management and the ability to multitask and prioritize.
  • Candidates with professional proficiency in additional languages are encouraged to note this in their application.
  • Proficiency in Microsoft products Excel Word and PowerPoint.
  • Team-orientated work style with the ability to be flexible and work under deadlines.
  • Ability to work in Augusta Maine and travel throughout the state as necessary and appropriate. Position will be primarily remote to start with a hybrid working environment possible.
