The Department of Corrections is seeking a Corrections Specialist 4Reentry Community Services Clinical Manager position. The incumbent directs statewide implementation of the Reentry Community Services (RCS) Program (formerly the Offender Reentry Community Safety Program) and the transitioning of individuals identified as having significant mental illness and present a risk to the community and/or themselves. Clinical expert provides responsible for internal and external partnership that improve access to care for some of the most vulnerable individuals releasing from prison.

This position oversees and ensures that DOC is in compliance with RCW 72.09.370 and related RCWs in fulfilling the legislative requirement of identifying and transitioning individuals who meet criteria for inclusion in the program.

This position is essential to DOCs mission of improve public safety by positively changing lives by successfully transitioning high risk severely mentally ill and/or intellectually disabled offenders in collaboration with community partners.

Duties

Plan lead and supervise the work of RCS staff providing comprehensive healthcare transition planning to eligible individuals.

  • Assign and supervise transition planning services performed by RCS coordinators.
  • Ensure appropriate and efficient use of agency resources and program fund requests.
  • Complete timely performance development plans and expectations per policy.
  • Caseload consultation to include risk assessment and troubleshooting.
  • Oversee database information systems for RCS designees.
  • Lead team meetings to share information and build positive team dynamic.
  • Coverage of caseloads if needed.

Identifies individuals in full or partial confinement for inclusion in the RCS Program.

  • Screens individuals in full and partial confinement to determine and identify those to be reviewed by RCS Committee.
  • Oversees the preparation and presentation of cases for committee review at the statewide meetings.
  • Ensures case presentation is timely and that comprehensive information is gathered on each case to the fullest extent possible with available information from internal and external stakeholders.
  • Facilitates and participates in the statewide committee review meeting to provide additional information to committee members.

Ensures compliance with DOC policies and RCW related to the RCS program from initial designation to post release.

  • Updates program protocols and forms as needed.
  • Conducts quality assurance to ensure compliance with RCS policies and protocols.
  • Organize and conduct trainings statewide related to RCS program.
  • Contributes to policy updates and revisions.
  • Works with DOC staff across all divisions to ensure compliance with RCS related policies.

Develop and maintain strong collaborative relationships with internal and external stakeholders to support effective program implementation.

  • Maintain regular communication with stakeholders including the Health Care Authority Department of Social and Health Services other state agencies community mental health agencies Managed Care Organizations etc.
  • Requires close partnership with Community Corrections Classification and other DOC roles.
  • Ensure program fidelity across multiple agencies and collaborative partners by providing oversight consultation and training.
  • Build relationships throughout the DOC system to include education about RCS and facilitybased checkins. Includes program level relationships to encourage communication and problemsolving.

Other Duties

  • Complete annual training requirements.
  • Participate in Health Services quality improvement as needed.
  • Participate in Health Services Reentry team planning and implementation activities.
  • Other duties as assigned.

Qualifications

Required Qualifications:

  • Two or more years experience providing social casework program development and administration with knowledge of theory principles and practices of social work.

And

  • Two years of professional experience conducting assessment and treatment for those with behavioral health

And

  • Two years experience supervising staff
  • Must be able to obtain and maintain status as a Licensed Agency Affiliated Counselor (LAAC) through the Washington State Department of Health (DOH)
  • Proficiency using Microsoft Office software (Word Excel Outlook).
  • Excellent written and verbal communication skills

Preferred/Desired Qualifications:

  • Masters degree in Psychology or Social Work from an accredited college or university whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA).
  • Licensed Independent Social Worker or Mental Health Counselor in Washington State.
  • 2 years experience program oversight.
  • Experience providing services to justiceinvolved people.
  • 2 years of postgraduate experience providing professional case management services discharge/release planning and/or professional counseling services (i.e. individual/group crisis intervention psychoeducational) to adults with severe and persistent mental illness criminal/violent behavior and/or chemical dependency issues.
