INTRODUCTION OF THE POST

Under the supervision of the Assistant Director Chemical Biological Radiological Nuclear and Explosives (CBRNE) and Vulnerable Targets (VT) the incumbent will be required to coordinate operations across the SubDirectorate with other CounterTerrorism (CT) and Executive Directorate Police Service (EDPS) SubDirectorates. The incumbent will be responsible for developing and implementing a VT business unit coordinating and integrating with other business areas focusing on protecting critical infrastructure and supporting INTERPOLs membership to prevent deter respond and investigate the use of emerging technologies including Uncrewed Aerial Systems (UAS) by nonstate actors.


The CT Directorates activities are global in scope and are focused on all forms of CT threats and evolving criminality that exploits technological advancements. In addition to assisting the development of CTs operational and programmatic approaches the incumbent will support and drive the following:

  • assisting the CT leadership with the operational administrative and strategic components of CBRNE and VT.
  • assisting the identification and formulation of Concept Notes and Project Proposals to drive new business in countering a range of CT threats including UAS.
  • initiating and coordinating operations across the CBRNE & VT SubDirectorate with broader operations across the CT Directorate and other INTERPOL business areas.
  • strengthening and improving the capacities and capabilities of member countries to enable them to prevent deter respond and investigate crimes relating to the targeting of VTs including critical infrastructure.
  • prioritizing CBRNE & VT Annual Action Plans to reflect the CT Global Crime Strategy and augment operational aims and objectives to complement the broader operations conducted by the CT Directorate.
  • identifying and implementing operational opportunities for cross SubDirectorate synergies and collaboration.
  • being a strategic and operational driver to identify the necessary skills knowledge and technical requirements according to member countries needs and in line with good practice in countering and responding to CT threats.
  • understanding capacity building and development initiatives across regions in line with CT thematic priorities and contributing to the mapping of these.
  • gaining an appreciation of what other International and Regional organizations are delivering in the VT space.
  • developing Concept Notes with a strategic holistic and integrated nature and purpose to ensure the exploitation of CTs and INTERPOLs policing capabilities to maximize impact and effect.
  • maintaining a contemporary understanding and knowledge of the CT and VT threat landscape.
  • nurturing building and enhancing strategic and operational partnerships with key international partners and stakeholders to improve our relevance and capacity.
  • assisting with coordinating fundraising initiatives to ensure sustainability of CBRNE & VT operational deliverables aligned with the implementation of CT Global Crime Strategy.
  • working with staff in Strategic Partnerships Directorate Project Portfolio Management Office (PPMO) and CTs Programme Development (PGD) Unit to ensure coordination and integration across CTs programmatic development.
  • assisting relevant units with programme development and revisions to ensure cohesion across the CT Directorate.

PRINCIPAL DUTIES AND ACTIVITIES

  1. Provide advice to the CBRNE & VT Assistant Director and ensure that the activities of the SubDirectorate are delivered in a harmonized and efficient manner by:
  • coordinating the delivery of activities at the operational level;
  • ensuring compliance with INTERPOL policy and procedures as well as compliance with CBRNE & VT funded programmes and activities;
  • ensuring activities are in line with the CT Global Strategy and make recommendations where necessary; and
  • developing and maintaining efficient communication and coordination between all CBRNE and VT units to maximize their efforts.
  1. Identify opportunities for cross SubDirectorate and Directorate coordination collaboration and synergies on operational matters by coordinating with all involved units where relevant within the Organization.
  2. Identify and propose strategic and operational partnerships with other international and regional organizations that share the same aims and objectives as INTERPOL across CBRNE and VT.
  3. Design and develop concept notes and project proposals to raise funding to create the CBRNE business unit of Vulnerable Targets.
  4. Act on behalf of the Assistant Director in their absence as required representing at the SubDirectorate level and at conferences and/or meetings.
  5. Perform all other duties required by the hierarchy.

REQUIREMENTS

QUALIFICATIONS COMPETENCIES AND SKILLS


EDUCATION AND QUALIFICATION REQUIRED:

  • Five or more years education at a university or other specialized higher education establishment (e.g. in criminal intelligence counter terrorism criminal justice) is required.


EXPERIENCE REQUIRED:

  • At least eight years or more experience as a law enforcement officer.
  • Proven experience in management.
  • At least five years of progressive leadership experience as a law enforcement officer
  • Experience in countering terrorism and responding to broad smuggling threats required and experience in VT/CriticaInfrastructure threat assessments to would be an asset.
  • Experience working in an international environment would be highly desirable either from employment in an international organization as a member of a national LE agency or from participating in international working groups.


LANGUAGES:

  • Fluency in English is required.
  • Proficiency in a second official working language of the Organization (Arabic French or Spanish) would be an additional asset.
