Provides financial and statistical analysis needed to support decision making by the Districts leaders.
SupervisionScope and Judgment: Works under the general direction of the Assistant Superintendent of Finance and Operations. The employee uses independent judgment in job assignments and reviews results with supervisor. Specific problems are referred to supervisor when clarification or interpretation of policy or procedures is Received: Regularly performs duties independently and exercises judgement in implementing maintaining and supporting the office of the Assistant Superintendent of Finance & Given: The employee does not supervise staff but is responsible for delivery of assigned training to municipal staff where needed and may supervise seasonal or intern or other staff if directed.
Job Environment:Work is performed in typical office conditions with frequent telephone calls and walkin customers. Work is subject to predicted seasonal fluctuations which require additional hours. The employee is regularly required to work outside of normal business hours including attending some School Committee/Finance MeetingsThe employee operates standard office of duties requires frequent interaction with department heads town staff public officials contractors and other town departments. Contact is in person email text and by employee has access to bid documents and municipal wide confidential in administration and judgment could affect the municipalitys ability to deliver services and have financial and legal access to confidential information regarding budgetary and financial figures and collective bargaining and personnel in judgment could result in significant delay or loss of services legal ramifications adverse public relations and monetary loss.

Essential Duties & ResponsibilitiesPerforms reporting of all school district activities including general operations and grants using the MUNIS financial accounting software system including financial statement preparation and reporting budget preparation and analysis payroll management performance reporting measures grant management reporting and compliance auditingPerforms forecasting of revenues and expenditures analyzes departmental spending and implements cost control measures to align departmental spending with authorized appropriation limits Assist Assistant Superintendent of Finance & Operations with accounting budget and grant oversightPrepare correcting entries in MUNIS financial accounting software system as needed including journal adjustments budget transfers/amendments with preparation of DESE End of Year Financial Report and other required state and/or federal reportsAssist with preparation for annual audits and implement any corrective actions identified in auditsAssist to develop and implement all aspects of the annual operating budget including the development of the annual budget documentVerifies staffing positions among schools and departments for accuracy and fill vacancies and performs regular salary and other expenditure projections to ensure budgetary alignmentIdentifies and monitors key budget and policy issues. Proposes savings initiatives to increase efficiency and standardize operations. Works closely with department heads to assist with financial procurement and / or other business needsActs as school business liaison to the Town Districtwide Human Resource department Acts as a business liaison to schools and/or departments by offering consultation and support on best practices procurement financial management applicable laws regulations policies and processesPerforms any other duties as assigned by the Assistant Superintendent of Finance & Operations or his/her designee relative to the most efficient operation of the Office of Business and Financial Services
