Description of Job

This Communications Branch exists to provide a professional public safety communications service for the Colorado State Patrol other partner agencies and the public. The communications services includes researching and disseminating routine emergency and criminal justice information dispatching and when required providing 911 and emergency medical dispatch services.


Work Environment
  • 100 inperson position
  • 24/7 operations including nights weekends and holidays
  • Shifts vary based on demands and needs of the unit. This position includes additional compensation in the form of shift differentials which include:
    20 Weekend shifts
    7.5 Swing shift (starts after 11AM)
    14 Grave shift (starts after 6PM)
  • The Communication Officer training program is approximately 20 weeks. The training schedule is Monday Friday 8:00 am 4:00 pm.

Police Communication Interns are nonsworn telecommunication specialists who are provided paid onthejob training to become a Police Communication Technician.

Police Communication Technician

CSP Police Communications Technicians are nonsworn telecommunication specialists who provide dispatch services to law enforcement officers from multiple agencies. Communications Technician is a fully operational level position that provides public safety communications and receives and disseminates emergency calls for service to federal state and local government public safety agencies.


Police Communications Technicians operate highly complex computer systems and communications equipment that allow them to provide information and assistance to the citizens of Colorado and those visiting our state. The position monitors officer activity and safety by utilizing computer systems for entering and retrieving information related to calls for service general information and performing investigative inquiries. Through critical decision making Police Communications Technicians provide information to field personnel enabling them to appropriately enforce actions and are often vital to officer safety.


Key Responsibilities
  • Receive incoming telephone or alarm system calls regarding emergency and nonemergency police and fire service emergency ambulance service information and after hours calls for departments within a city.

  • Determine response requirements and relative priorities of situations and dispatch units in accordance with established procedures.

  • Operate the Incident Command/Integrated Command Systems (ICS) in order to record details of calls dispatches and messages.

  • Relay information and messages to and from emergency sites to law enforcement agencies and to all other individuals or groups requiring notification.

  • Utilize Computer Aided Dispatch System and contact emergency response field units to determine emergency units available for dispatch.

  • Receive and disseminate all requests for emergency services such as 911 calls suicide homicide s domestic disputes drunk drivers reports of road rage motor vehicle accidents motorists in need of assistance.

  • Operate designated camera systems operate radio consoles and computer terminals to receive record and transmit police and other emergency services communication.
  • Interview callers request for emergency services comprehend analyze and determine the appropriate level of response.

Minimum Qualifications

Police Communication Intern(EntryLevel with Paid OntheJob Training)
  • Must be 18 years of age.

  • Be willing and able to work any shift as part of a permanent schedule after training (nights weekends and holidays) and be able to communicate fluently in English and have a clear speaking voice.

Police Communication Technician
  • One year of fulltime 911 emergency dispatch experience OR completion of an authorized Communication Training Officer Program or equivalent will substitute for the required experience.
  • Must be 18 years of age.

  • Be willing and able to work any shift as part of a permanent schedule after training (nights weekends and holidays) and be able to communicate fluently in English and have a clear speaking voice.


Preferred Qualifications and Competencies

  • Highly preferred to have a high school diploma or a G.E.D. and type approximately 35 words per minute.

  • Bilingual skills include reading writing and speaking fluently in Spanish Russian or other languages.

Conditions of Employment

  • Requires successful completion of a background investigation that includes polygraph examination medical physical psychological examination and drug screen. If you have used within the last 12 months or any other illegal drug within the last three years may be disqualified.
  • The background investigation is based on the following criteria including but not limited to driving history criminal behavior/history alcohol use/behavior drug use/behavior and integrity. If you omit any material fact on your application testing materials or during the background interview or polygraph you may be disqualified. If any disqualifying information is discovered at any stage of the selection process you may be removed from consideration. If you fail to follow instructions during the polygraph exam you may be removed from the process.
  • Must be Colorado resident at the time of starting employment.

CSP Communication Applicant Disqualification Considerations
Integrity
To be disqualified upon admission or confirmation of:
  • Theft or taken without permission of items goods and/or money (combined) of over $300 from an employer within the past 3 years for personal gain.
  • Soliciting offering paying or accepting a bribe as defined criminally in CRS (government official)

To be considered under the totality of circumstances for disqualification by the appointing authority based on the circumstances and information.
  • False fabricated incomplete or intentionally omitted information that affects the candidates application for consideration.

Drug Behavior
To be disqualified upon admission or confirmation of:
  • Any use purchase possession manufacture or distribution of illegal except for within the past 5 years.
  • Any illegal use purchase distribution or manufacture of a controlled schedule I II or III (as defined in the last 5 years.
  • Use of any illegal drug on or off duty while employed as a law enforcement officer.
  • Refusal to agree to submit to previous employers drug screening or drug testing as an employee within the past 5 years

To be considered under the totality of circumstances for disqualification by the appointing authority based on the circumstances and information.
  • Any illegal use purchase distribution cultivation or possession of within the last 12 months.
  • Any illegal and/or legal use or consumption of or its products within the last 12 months
  • Use or possession of illegal beyond 5 years the appointing authority should consider the frequency of the behavior the quantity of the involved and the type of drug.
  • The circumstances and frequency surrounding the illegal use of a prescription controlled schedule I II or III (as defined in the last 5 years.

Alcohol Behavior
To be disqualified upon admission or confirmation of:
  • Unauthorized consumption of an alcoholic beverage while on patrol as a law enforcement officer.
  • Refusal to agree to submit to a previous employer alcohol testing as an employee within the past 5 years

To be considered under the totality of circumstances for disqualification by the appointing authority based on the circumstances and information.
  • Unauthorized consumption of an alcoholic beverage while on duty as a law enforcement officer.
  • Consideration is given to the circumstances and frequency of consumption during attendance at conferences or events.

To be disqualified upon admission or confirmation of:

Appeal Rights
If you receive notice that you have been eliminated from consideration for the position you may protest the action by filing an appeal with the State Personnel Board/State Personnel Director within 10 days from the date you receive notice of the elimination. Also if you wish to challenge the selection and comparative analysis process you may file an appeal with the State Personnel Board/State Personnel Director within 10 days from the receipt of notice or knowledge of the action you are challenging. Refer to Chapters 4 and 8 of the State Personnel Board Rules and Personnel Directors Administrative Procedures 4 CCR 801 for more information about the appeals process.
