The Information Technology Division (ITD) comprises six sections: Implementation and Operations Strategy and Workforce Enterprise Technology Vendor and Finance Data and Analytics and Privacy and Security. The Data and Analytics Section (DAS) reports to the ITD division and the mission of DAS is to enable NCDHHS and its partners to quickly and easily answer questions and make datadriven strategic and operational decisions by creating governing and analyzing integrated trustworthy highquality data. This section leverages data analytics infrastructure governance and training at enterprise and Divisionspecific levels to promote a more datadriven organization. The DAS section is organized into the following vertical teams: Data Infrastructure Data Analytics and Visualization Data Governance and Data Literacy and Education.The Chief Data Officer (CDO) will report to the Departments Chief Information Officer (CIO) and serve as the DAS lead. This position aims to assess and develop missioncritical programs to lead DHHS transformation by executing its evolving data strategy. This position will build organize and lead teams of data specialists engineers and analysts in to execute departmentwide data strategies. The CDO will continue to create data infrastructure and governance for the department. The CDO will recommend and develop innovative and costeffective approaches to use healthcare data trends and indicators to improve the health and wellbeing of North Carolinians. This position directs DHHS reporting and data analytics efforts through strategic planning organizing business functions staffing budgeting and quality assurance. The position builds internal and external partnerships and collaboration with other state agencies and organizations and manages datadriven solutions development and operations. The CDO will have transformation skills that include the ability to execute at a high level and drive positive change consistently. This individual will be a key member of DHHS and will be expected to work closely with others within the Information Technology Division Privacy and Security Office Policy Office Division of Budget & Analysis Office of Government Affairs Office of Strategy and Performance other NCDHHS Divisions and NCDHHS executive leadership.Leadership Responsibilities- Provide strategic direction leadership and senior management oversight to all DAS initiatives across DHHS.
- The CDO participates or leads with the CIO and should be able to influence outcomes as a leader who can reach across multiple DHHS divisions and other agencies.
- Lead Coordinate and oversee the DHHS Data Governance Organization which consists of the Data Governance Executive Board Data Governance Council Data Stewards
- Community and ad hoc workgroups (e.g. Rural/urban data standards).
- Lead Coordinate and implement data training programs and opportunities to train DHHS staff on data analytics tools and best practices.
- Produce communications materials to spread best practices in data analytics work across DHHS. Facilitate and convene a community of practice for collaborative learning in data analytics tools and practices; produce materials on data analytics/visualization best practices.
- Examines issues and creates plans with a longterm perspective.
- Generates ideas and critically evaluates future scenarios.
- Applies external and internal factors to strategy development.
- Considers longterm strategic impact when making decisions or setting direction.
Technology Responsibilities- Recommend and design data and analytics solutions & platforms partnering with other IT sections to implement and deploy solutions.
- Recommend table structures and data models for strategic data analytics use cases that meet business needs.
- Provide advanced data science & analytics services to support DHHS and Division priorities.
- Provide dashboard development services to support DHHS and Division priorities.
- Provide data analytics & visualization tool management support & recommendations.
Business Responsibilities- Maintains and forms alliances with recognized experts and business decisionmakers.
- Procures support and funding from the key stakeholders.
- Explains complex relationships and data solutions in terms that meet the needs of affected parties.
- Makes decisions and recommendations clearly linked to the organizations strategy.
- Coordinate with Divisions/Programs & Legal counsel to develop and maintain legal documents within the DHHS Data Sharing Legal Framework; train Divisions/Programs on the framework and how it facilitates data sharing.
- Coordinate with business legal and the privacy and security office to process and fulfill data requests involving more than one Division; advise on the appropriate steps to process/fulfill data requests; review and approve data access requests for the BIDP according to legal framework policies.
- Develop data governance standards policies and practices to ensure best practices and consistency in data use across DHHS.
People Management Responsibilities- Cultivate an empathetic serviceoriented leadership approach.
- Handle conflicts and challenging situations with diplomacy.
- Support staff development through training and certification and ensure resources are shared.
- Manage hiring retention and performance of employees contractors and temporary staff.

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:- Proved experience with data governance data management and data integration preferably in a large healthcare organizations.
- Demonstrated operational use of data analytics to improve performance outcomes and align strategies with business goals.
- Experience applying and using data and analytics practices and tools.
- Demonstrated communication & negotiation experience such as presentations conflict resolution relationship building and vendor management
- Leadership experience within a hospital university or Health and Human Services organization.
- Broader understanding and experience of handling data within in the HHS space including Healthcare related data.
