The Information Technology Division (ITD) comprises six sections: Implementation and Operations Strategy and Workforce Enterprise Technology Vendor and Finance Data and Analytics and Privacy and Security. The Data and Analytics Section (DAS) reports to the ITD division and the mission of DAS is to enable NCDHHS and its partners to quickly and easily answer questions and make datadriven strategic and operational decisions by creating governing and analyzing integrated trustworthy highquality data. This section leverages data analytics infrastructure governance and training at enterprise and Divisionspecific levels to promote a more datadriven organization. The DAS section is organized into the following vertical teams: Data Infrastructure Data Analytics and Visualization Data Governance and Data Literacy and Education.

The Chief Data Officer (CDO) will report to the Departments Chief Information Officer (CIO) and serve as the DAS lead. This position aims to assess and develop missioncritical programs to lead DHHS transformation by executing its evolving data strategy. This position will build organize and lead teams of data specialists engineers and analysts in to execute departmentwide data strategies. The CDO will continue to create data infrastructure and governance for the department. The CDO will recommend and develop innovative and costeffective approaches to use healthcare data trends and indicators to improve the health and wellbeing of North Carolinians. This position directs DHHS reporting and data analytics efforts through strategic planning organizing business functions staffing budgeting and quality assurance. The position builds internal and external partnerships and collaboration with other state agencies and organizations and manages datadriven solutions development and operations. The CDO will have transformation skills that include the ability to execute at a high level and drive positive change consistently. This individual will be a key member of DHHS and will be expected to work closely with others within the Information Technology Division Privacy and Security Office Policy Office Division of Budget & Analysis Office of Government Affairs Office of Strategy and Performance other NCDHHS Divisions and NCDHHS executive leadership.

In collaboration with our partners the North Carolina Department of Health and Human Services (DHHS) protects the health and safety of all North Carolinians and provides essential health and human services. The IT division (ITD) is one of the divisions that report to the Operational Excellence portfolio. The ITD division comprises six sections: Implementation and Operations Strategy and Workforce Enterprise Technology Vendor and Finance Data and Analytics and Cyber and Privacy. Management Preferences:
  • Leadership experience within a hospital university or Health and Human Services organization.
  • Broader understanding and experience of handling data within in the HHS space including Healthcare related data.

Minimum Education and Experience Requirements

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:

Bachelors degree in computer science or a related IT field business administration project management or closely related degree from an appropriately accredited institution and seven years of progressive information technology experience including three years managerial experience
OR
Associate degree in computer science or a related IT field business administration project management or closely related degree from an appropriately accredited institution and eight years of progressive information technology experience with three years of managerial experience
OR
An equivalent combination of education and experience.
