THE POSITION
Washington County Public Health Divisionwithin Health and Human Services (HHS) Department is looking for a Senior Program Coordinatorto join the Emergency Medical Services (EMS) Program!

About the opportunity:
The Senior Program Coordinator (SPC) coordinates oversees evaluates and administers the development and implementation of projects in the Emergency Medical Services (EMS) Program. In this role you will serve as a liaison between allied EMS agencies system stakeholders elected officials and the general public. You will utilize subject matter expertise in ambulance operations and advanced life support clinical care to develop analyze and refine clinical and operational aspects of the EMS system and emergency ambulance transport services as well as contribute to local regional state and national EMS workgroups and initiatives. You will also apply your indepth working knowledge of EMS system design elements and promote datadriven strategies and evidencebased or guided clinical care modalities.
Primary duties may include but are not limited to:- EMS System Governance: Create revise and maintain EMS policies procedures governing documents and system reports in partnership with other subject matter experts like EMS Medical Director Epidemiologist and external EMS partners.
- EMS System Monitoring and Compliance: Monitor all 911 transportation providers efforts to meet the obligations of their contract. Create and maintain systems to monitor components of the overall EMS system for efficacy and efficiency. Create EMS system compliance reports in conjunction with compliance team.
- Quality Improvement: Analyze system data; develop improvement initiatives and conduct plandostudyact cycles; develop implementation strategies. Serve as a foundation for a comprehensive review of system performance.
- Coordination of EMS Activities: Provide daytoday coordination of program activities including but are not limited to organizing and scheduling meetings development of agendas and recording meeting minutes or arranging inspections.
- Liaison: Coordinate with representatives from collaborating and supporting agencies for the establishing and maintaining of mutual understanding and cooperation.
- Education/Training: Provide EMS clinicians at all practice levels collaborative evidence based or guided education. Develop and/or deliver content that meets the needs and values of the EMS workforce as well as the community at large.
- Participation on internal and external work groups committees coalitions: Provide subject matter expertise as well as represent organizational values through participation in broad based workgroups committees coalitions.
- Participate in or lead emergency responses as needed. Assume command level roles or roles as assigned based on standing orders or national incident management framework models. Roles and responsibilities may scale with the size of the event.
This position may be eligible for a hybrid work schedule.
Who we are looking for:
The ideal candidate for this position will have specific training and job experience in EMS conducting treatment and transport of people in crisis health situations that could be life threatening. This experience can be in either public (Fire/EMS) or private ambulance.
They should have:- Knowledge of development implementation and evaluation of EMS systems.
- Knowledge of principles and practices of project management including planning scheduling monitoring and problem solving.
- Ability to communicate and express complex technical ideas effectively both orally and in writing.
- Ability to exercise time management skills balance multiple priorities and consistently meet timeline and due dates.
- Ability to establish and maintain effective working relationships with staff the public policymakers other governmental jurisdictions contractors community agencies and other County staff.
It is highly desired that the candidate has the following:
- Knowledge of the First Watch/First Pass data visualization program.
- Credential as alicensed paramedic currently or previously.

MINIMUM QUALIFICATIONS
Education and Experience
Must meet one of the following minimum qualifications to be considered:- Masters degree in public health public or health administration or related health or science fields;ANDthree 3 years of increasingly responsible work experience in program administration coordination development and/or planning.
OR - Bachelors degree in public health public administration or related health or science fields;ANDfive 5 years of increasingly responsible work experience in program administration coordination development and/or planning.
OR - Nine 9 years of increasingly responsible work experience in program administration coordination development and/or planning.
