Under general direction functions as statewide coordinator of WIC Food Operations and Outreach Program within the Bureau of Family Nutrition DHS. Implements policy organizes plans executes controls and evaluates all operations related to WIC Food Operations and Outreach Program; serves as primary point of contact for food operations and outreach issues; monitors and evaluates WIC Food Operations and Outreach Program delivery systems; provides consultation training and technical assistance on food operations and outreach issues. Travels routinely in the performance of these responsibilities.
Investigates and resolves help desk inquiries from local WIC agencies regarding the WIC MIS system and WIC Electronic Benefits Transfer system (EBT).
Serves as statewide coordinator of WIC Food Operations and Outreach activities within the Bureau of Family Nutrition.
Assists with planning organizing testing and evaluating of foods that make up the WIC Food Package Prescriptions; establishes goals and objectives for the WIC foods in terms of meeting fiscal objectives and participant preferences.
Reviews evaluates and analyzes reports in the WIC MIS and EBT systems existing policies procedures and manuals and develops revisions of rules policies and manuals.
Assists new local agency staff who will be using the WIC MIS system obtain user IDs and conduct a multistep process for obtaining the appropriate access to the WIC MIS system as well as removal of staff who no longer work with the WIC agency.
Communicates and conducts meetings with various partners including Healthcare and Family Services physicians and other healthcare providers regarding WIC policies as it relates to the food benefits including specialized formulas.
Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Requires knowledge skill and mental development equivalent to completion of four 4 years of college preferably courses in business or public administration.
Requires two 2 years of responsible administrative experience in a public or business organization.
Of the two 2 years required administrative experience a minimum of two 2 years experience on regulation and policy implementation of state and federally funded food assistance programs performing remote troubleshooting through diagnostic techniques and pertinent questions to determine the best solution based on the issue and details provided.

Possession of a Dietitian Nutritionist license valid in Illinois.
Two 2 years professional experience working with nutrition principles including standards of identity for foods and specialized infant formulas.
Two 2 years of responsible professional experience in the field of nutrition or dietetics with focus on nutrition in the reproductive years and state and federal nutrition standards rules and regulations.
Two 2 years of professional experience developing and maintaining cooperative working relationships internally and externally with community organizations federal state and local governments.
Two 2 years experience effectively communicating in oral and written form with both internal and external stakeholders (such as federal state and local government agencies).
Requires ability to travel in the performance of duties with overnight stays as appropriate.
Requires the ability to work outside of normal business hours.
Requires advanced proficiency in MS PowerPoint MS Word MS Excel and WebEx.
This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
