APPRAISER (ENTRY)
Under the provisions of the State of California Revenue and Taxation Code makes investigations and collects/analyzes data for valuation of residential agricultural and small commercial real properties to determine value for tax assessment purposes; serves as primary point of contact with the general public concerning real property tax assessment issues.
Performs the full range of appraisal duties within a framework of established procedures. Under the provisions of the State of California Revenue and Taxation Code makes investigations and collects/analyzes data for valuation of residential agricultural commercial industrial transitional multiuse and specialized real properties to determine value for tax assessment purposes; serves as primary point of contact with the general public concerning real property tax assessment issues. Incumbents work with only occasional instruction or assistance and perform specialized duties in a highly independent manner.
EDUCATION AND EXPERIENCE
Substitution of Experience for Education:Must have graduated from high school or has a General Educational Development (GED) diploma and has four 4 years of relevant experience. Relevant experience means employment experience within the last ten years in any of the following occupations:
(a) An accountant auditor real property appraiser building cost estimator engineer real estate loan agent real estate loan underwriter rightofway agent licensed building contractor; or
(b) A real estate licensee licensed by the California Department of Real Estate engaged in buying selling leasing or managing real estate; or
(c) An appraiser aide or appraiser trainee in an assessors office or in the property taxes department of the Board of Equalization; or
(d) An employee other than an appraiser appraiser aide or appraiser trainee of an assessors office or of the property taxes department of the Board of Equalization except that such employment times shall be limited to qualifying for only 2/3 of the fouryear experience requirement. The remaining 1/3 of time shall be accumulated by other relevant experience as described in (a) (b) and (c) above or by education in an accredited institution of higher education.

LICENSING CERTIFICATION AND REGISTRATION REQUIREMENTS:

Based on the information provided in the application documents the qualified applicants may be invited for further examination and will either be prescheduled by the Department of Human Resources or be invited to selfschedule.All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received the selection process may consist of an initial application screening a mandatory information meeting a supplemental questionnaire assessment a written and/or practical exam an oral board exam or any combination listed. Responses to supplemental questions may be used as screening and testing mechanisms and will be used to assess an applicants ability to advance in the process; as such responses to supplemental questions should be treated as test examination responses. A minimum score of 70 is required to continue in the selection process unless otherwise announced.

VETERANS PREFERENCE POINTS
To be eligible applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214 SHOWING DISCHARGE TYPE (GENERALLY COPY 4 MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE (or APPLICATION REVIEW DEADLINE).
Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five 5 points added to their combined score. Disabled veterans rated at not less than 30 disability shall have ten 10 points added to their combined score. Veterans preference points will only be added to passing scores in competitive open examinations.
