For more information please visit: the direction of Economic Development senior staff the Utility Debt Reduction Coordinator provides case management services and oversees the performance of Case Managers supporting the CommunityBased Organization Pilot Program. This role involves coordinating program activities supervising staff and ensuring service delivery aligns with program goals. The incumbent serves as a liaison with external agencies and County programs manages program records assesses participant eligibility and schedules clients. Additionally this position assists with program operations and assumes responsibility in the absence of the Community Development Program Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Energy Utility Use and Debt Reduction Coaching Duties
  • Develop personalized service plans with participants to help them meet short and longterm utility debt reduction goals.
  • Provide oneonone coaching to support participants in developing and implementing effective debt management strategies.
  • Deliver instruction to individuals or small groups on energysaving solutions utility debt reduction and prevention and home energy management.
  • Identify and refer participants to relevant resources and services aligned with their utility debt reduction goals.
Program Coordination Duties
  • Assist with outreach recruitment selection and assessment efforts.
  • Support participants in accessing utility debt reduction relief programs offered at MAAC.
  • Assist participants in negotiating payment plans with utility providers.
  • Collaborate with utility providers and key community partners to raise awareness of utility debt relief needs.
  • Attend meetings and conferences as necessary.
  • May supervise paid and unpaid staff.
Administrative Duties
  • Conduct participant intake assessments and case management ensuring proper followup.
  • Maintain accurate records and reports in the database management system.
  • Track and evaluate program outcomes providing datadriven feedback for improvements.
  • Prepare and submit required reports in a timely manner.
  • Coordinate outreach and engagement efforts through various communication channels.
  • Manage programrelated data contracts and documentation.
  • Attend training sessions meetings and quarterly checkins as needed.
QUALIFICATIONS AND SKILLS
Knowledge of:
  • Case Management experience preferred.
  • Federal State and local laws regulations applicable to grant and contract administration.
  • Computer skills and use of database applications.
  • Progressive approaches and practices for program service delivery.
  • Various communication styles human behavior crosscultural diversity and group dynamics.

  • Social political and environmental issues influencing program/project development and implementation.
  • Standard safety procedures and precautions.
  • Principles and practices of effective supervision.
Ability to:

  • Ability to supervise and coordinate the workflow of Case Managers.
  • Effectively communicate with persons of diverse cultural/socioeconomic backgrounds
  • Bilingual (English/Spanish) preferred
  • Utilize various computer software applications to access/process information and prepare required documents in a timely manner.
  • Analyze and make sound recommendations on program management funding sources and MAACs management and administrative issues.
  • Communicate effectively verbally and in writing to audiences of various social cultural ethnic educational and economic backgrounds.
  • Effectively coordinate perform and complete multiple duties and assignments concurrently and in a timely manner.
  • Prepare clear concise and comprehensive correspondence reports studies and other written materials appropriate to diverse audiences.
  • Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.
  • Effectively resolve complaints; deal constructively with conflict and develop effective resolutions.
  • Establish and maintain effective working relationships with all levels of management governmental and funding sources representatives and public interest and community groups.
EDUCATION/EXPERIENCE/CERTIFICATION;
  • Associates degree or higher from a twoyear accredited college or university in Case Management Business Administration or a related field OR
  • Three 3 years of experience working in income supports and assistance programs

HEALTH STATUS

Must have a physical examination TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza* pertussis and measles as required by state and federal regulations prior to the first day of employment.

Specific vision abilities required by this job include close vision distance vision depth perception color vision and the ability to adjust focus.

Mental Demands

BACKGROUND CLEARANCE

All positions are subject to a background/education check DMV check NSOR exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance signed criminal record statement and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Drivers License daily use of a personal insured vehicle and have and maintain a motor vehicle driving record acceptable to MAACs insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
