Job Description

Overview

The Director of Operations and Maintenance reports to the Airport Executive Director. Senior staff member responsible for all administration supervision oversight and technical functions associated with the Airports FAR Part 139 (Airport Safety) certification and risk management programs. The Director of Operations also serves as the primary Airport Security Coordinator (ASC); Responsible for adherence to federal security regulations (TSR 1542 and the maintenance of the Airport Security Program (ASP). Responsible for maintaining a safe secure and efficient environment for Airport users and tenants.

Duties include airfield operations facility/grounds maintenance and emergency response. Position is accountable for developing and maintaining effective working relationships with Airport tenants public officials governmental agency representatives Airport staff and the public.

Responsibilities

Essential Functions

  • Collaborate with Board members government officials and airline representatives to develop and implement operating rules regulations procedures and aircraft movement patterns including landing taxiing and takeoffs.
  • Develop and implement emergency response procedures for incidents such as aircraft accidents fires or other critical situations.
  • Inspect facilities or review inspection reports for runways buildings beacons lighting systems and automotive or construction equipment to identify required repairs replacements or improvements.
  • Coordinate the activities of personnel responsible for maintaining and repairing airport facilities buildings and equipment to ensure minimal disruption to operations and maximum efficiency.
  • Lead initiatives and studies related to noise abatement in response to complaints regarding excessive aircraft noise or other operational concerns.
  • Analyze expenditure reports improvement proposals and projected traffic increases to prepare accurate budget estimates for the upcoming fiscal year.
  • Serve as the airports representative at civic or organizational meetings court proceedings and sessions with boards and commissions.
  • Participate in the management and operation of the airport and its associated industrial park.
  • Oversee subordinate supervisors in the Operations Security Departments and Terminal Services ensuring effective leadership and coordination. Provide guidance and direction to maintain high standards of performance and compliance.
  • Fulfill supervisory responsibilities including interviewing hiring training planning assigning work conducting performance evaluations recognizing achievements addressing disciplinary issues and resolving workplace conflicts in accordance with organizational policies and legal requirements.
  • Ensure reliable and punctual attendance as a critical component of job performance.
  • Perform other duties as assigned to support the organizations mission and objectives.

Qualifications

Education & Experience

  • Higher education from an accredited college or university in Facility Maintenance Maintenance Technology Public or Business Administration Airport Administration Operations Management or a closely related field or combination of equivalent education training and experience.
  • Minimum of seven 7 years of progressive experience working in an Airport Operations environment at a FAR Part 139 Certificated Airport.
  • Minimum of five 5 years of supervisory experience.
  • Advanced industry certifications (i.e. C.M A.C.E A.A.E) are preferred.

Required Knowledge Skills and Abilities

  • Strong reading and comprehension skills for understanding business publications professional journals technical documents and government regulations.
  • Effective written communication skills for preparing reports business correspondence and manuals.
  • Confident verbal communication skills for presenting information and answering questions from various groups including managers clients and the general public.
  • Proficiency in basic math concepts such as fractions percentages ratios and proportions and the ability to apply these to realworld problems.
  • Analytical skills to define problems collect relevant data and draw logical conclusions.
  • Ability to understand and interpret complex technical instructions and work through abstract or variable situations.
  • Valid State of Nebraska drivers license.
  • Fluent in English including clear speaking reading and writing abilities.
