Job Description

Summary Statement

This is a 3 6 month limited position within the Office of the State Treasurer within the Division of Operations and Fund Management under the Cash and Debt Management Unit. The Division supports the daily administration of the States cash and debt programs guided by the Cash Management Policy Board (CMPB) Department of Finance (DOF) Office of Management and Budget (OMB) and State Issuing Officers.

A primary focus for this role is on continuous improvement through regular review and updates of debt management policies procedures and the development of process maps. Responsibilities include supporting debt management activities such as updating the project costing module maintaining the bond access database and other systems and performing other assigned duties. This position offers practical experience and broad exposure to State financial operations.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

6 months experience in using Access databases.

6 months experience in bonds capital markets debt and equity instruments.


Essential Functions

Essential functions are fundamental core functions common to all positions in the class series. These functions are not an exhaustive list of all job duties for any one position in the class.   • Reviews forms and source documents such as bills receipts invoices claims or service contracts to complete purchase orders; confirms accuracy completeness required documentation and approvals in compliance with applicable procedures practices and standards.

  • Verifies or determines correct classification and coding of transactions.

  • Uses commercial and proprietary automated information systems and computer software to enter update modify delete retrieve and report on data.

  • Uses standard formulas to perform and verify calculations; monitors balances and identifies and reports discrepancies.

  • Creates and maintains financial records documents and files.

  • Prepares reports and summaries on the status of accounts or other financial data.

  • Participates in recommending changes to internal procedures forms or process enhancements.

  • Gathers and compiles data for higherlevel staff.

  • Performs general office work and functions as assigned such as preparing correspondence and distributing documents.

  • May perform payroll entries and process payroll in automated information systems.

  • Delivers excellent customer service to internal and external customers and the public in person electronically or by written communication.

  • Communicates and interacts effectively with people across cultures ranges of ability genders ethnicities ages and races.

    Job Requirements

    JOB REQUIREMENTS for Fiscal Associate II
    Applicants must have education training and/or experience demonstrating competence in each of the following areas:
      1. Six months experience in processing accounting auditing or payroll transactions following applicable laws rules regulations standards policies and procedures.
      2. Six months experience in determining compliance of financial transactions with required documentation computations codes signatures rules or regulations.
      3. Six months experience in preparing financial reports such as combining and presenting financial data from multiple sources in an organized format.
      OR

      1. Possession of an Associates degree or higher in Accounting or related field.

      Additional Posting Information

      Writing Exercise: A writing exercise will be given at the time of interview.

      The main office is in the Webb Building with the Silver Lake Business Complex in Dove DE. Office of the State Treasurer (OST) also has as smaller satellite office based in the Carvel State Building in Wilmington DE.

      Conditions of Hire

      Criminal background check: A satisfactory criminal background check is required as a condition of hire. The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
