Member of the Expanded Executive Team and reports directly to the CFO. This position has delegated authority to fulfill all responsibilities of developing deploying and overseeing the administrative and operational infrastructure.
Partners with the CFO in the oversight of financial management operations and reporting for the Finance and Administration Function. Areas include but are not limited to overseeing accounting operations in accounts receivable accounts payable cash management and general accounting; budget operations in planning formulation justification and of major programs or accounts; and payroll benefits and retirement operations for the organization.
Contributes to the development and maintenance of business continuity plans and activities for the Finance Division. Ensures the Finance Divisions wide participation in periodic exercises to validate organizational readiness.
Supervise assigned Finance Grants Management & Compliance and Contracts & Procurement directors in the financial and operational activities. Establish and maintain ongoing communication and status updates with directors.
Represent administration and operational issues in LAHSA committees. Identify issues and recommend solutions to conflicts among internal agency departments and/or among competing projects. Determine project deliverables.
Oversees internal and external strategy deployment contract and vendor relations and works closely with CFO and Executive Leadership to ensure efficient and transparent financial and operations processes.
With Executive Leadership and Human Resources supports negotiations with collective bargaining units. Maintain clear communications and relationships with union representatives and represented staff. Represent organizational and management interests in labor negotiations.
Serves as a selfdriven and resultsoriented strategic leader for more than 35 staff across the Finance and Administration Function.
Proactive in leading change and championing continuous process improvement efficiency and effectiveness.
Assist with the preparation and submission of LAHSAs annual budget to the Commission for approval.
In conjunction with the CFO leads policy development and a system of internal controls to ensure LAHSAs assets and resources are adequately safeguarded and all financial reports and records are prepared and managed in compliance with applicable laws rules and regulations.
Monitor the development negotiation and advocacy for LAHSAs budget with Commission and current and potential funders.
Partners with the CFO and Risk Management Department to oversee coordination with auditors including responding to inquiries implementing recommendations and ensuring compliance and findings related to LAHSAs Finance Division.
Monitor budgettoactual expenditures globally and on a pergrant basis.
Proactively inform senior management and the Commission monthly on budget progress and any need for revisions.
Build and foster collaborative partnerships and relationships with members (elected officials) and staff of the City and County of Los Angeles State Legislature Congress state and federal agencies in support of LAHSA priorities.
Manage requests for data information and other requests from elected official offices government agencies and other stakeholders.
With input and in collaboration with the CFO and other Departments draft and prepare reports to be submitted to the City and County of Los Angeles on LAHSAs management and implementation of homeless strategies.
Build and maintain relationships with public and private partners to help broaden LAHSAs engagement of the community and other stakeholders focused on addressing homelessness.
Develop and manage strategic external relations with Provider Agency Leaders and Regional Coordinators.
This position assists in the development and of programs to support an inclusive and equitable culture to help attain organizational goals including LAHSAs core values of accountability compassion collaboration equity and integrity.
Direct oversee and/or coordinate significant intra and interagency strategic initiatives and refine processes where needed.
Work collaboratively with other LAHSA departments to maintain information regarding contract and grant metrics and criteria necessary to accurately measure and report on the performance and effects achieved by LAHSA and its subrecipients on various program components and funding sources given and across multiple types of variables.
Oversee and coordinate relationships with legal counsel and policies to support the facilitation of advice that minimizes liability and fosters compliance.
Oversee development and approval of budgets from the departments under CFO.
Maintain knowledge of current developments regarding finance risk and asset management processes and best practices in the nonprofit private and public sectors to ensure that LAHSA resources practices and staff capacity are in alignment with industry standards.
Provide direction and input in determine job responsibilities methods and performance standards for LAHSAs senior management team. Establish work objectives and recommendations for departmental changes.
Serve as Acting CFO in the CFOs absence; make decisions and provide overall direction and guidance for all Finance Division employees managers and directors.
Perform other duties as assigned.

The ideal candidate also will have prior experience in homeless system management within a large public sector or nonprofit organization including program design and implementation.
Advanced knowledge of principles and practices of strategic leadership in public administration budget preparation contract and procurement oversight grants management and compliance and fields related to the mission and purpose of the Finance and Administration functions of LAHSA.
Knowledge of relevant federal state and local laws statues regulations ordinances and the ability to correctly analyze interpret explain and apply them.
Ability to learn LAHSA operations and functions and management financing budgeting human resource intergovernmental relations and administrative services issues associated with the Finance and Administration Function.
Ability to manage functions and operations including personnel management and budget administrations and apply program practices to diverse and complex LAHSA services.
Ability to communicate effectively both orally and in writing present information proposals and recommendations clearly and persuasively in public settings.
Ability to apply analytic and problemsolving skills to independently develop sound decisions conclusions and recommendations.

Training & Experience
Education/Training:bachelors degree from an accredited college or university with concentration in accounting finance or business administration public administration preferred.
Experience:six 6 years of extensive experience in financial accounting grants management and/or contracts environment in a public agency government and or large nonprofit increasingly responsible experience managing operations programs activities and personnel within areas and functions related to finance including three 3 years of leadership experience in a complex and diverse organization.
